- Concerns having the ability to furnish the services and supplies described herein are requested to give written notification (including the name and telephone number for a point of contact) to the contract specialist listed in the announcement within 15 calendar days from the date of this synopsis. The United States Geological Survey, Columbia Environmental Research Center, Columbia, MO has a need for a state-of- the-art swim tunnel to analyze the impact of sublethal metals exposure on the swimming performance of endangered populations of white sturgeon. The CERC presently does not have the apparatus necessary for evaluating swimming performance of very small (less than 1 gram) fish subjected to flowing water. The apparatus requires a water bath to maintain water temperature, as well as water pump having an output that can be controlled by a frequency converter in order to control the water speed. The apparatus shall meet the following requirements: 1.Apparatus shall include a swim tunnel in a water bath that serves as a temperature control, a submersible water pump operated at 120 Volts AC, a frequency converter to enable water pump speed control with analog input and output, and associated fittings, tubing, and tools, maintenance kit (with bearings, seals, wing nuts, washers), and a user manual for assembly and maintenance of the apparatus. Vendor shall provide troubleshooting assistance by phone to USGS personnel. 2.Total water volume of the apparatus shall be 5 L the test section shall be 30.0x7.5x7.5 cm, range of water speed shall be 3 to 110 cm/second. Overall dimensions of the apparatus shall be 117 x 40 cm. 3.Apparatus shall be constructed of anti-corrosive materials. The test section shall have a double lid for adding and removing fish. Adjustable baffles (vanes) for modifying flow profile in test section. Speed control with analog input/output, ports for oxygen and temperature probes. Based on the information at this time, the government considers the supplies specified as a sole source from Qubit Systems, Inc., 700 Gardiners Road, Kingston, Ontario, Canada, K7M 3X9 and proposes to negotiate a contract with the firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required supplies or its functional equivalent (based on the criteria specified herein) are invited to submit, in writing, an affirmative response to this announcement. An affirmative response would include literature, brochures and other such materials which correspond to the required services and supplies stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such documents without accompanying information will be considered non-responsive to this request without further consideration. Affirmative response shall be received by this office by close of business February 14, 2012 Mountain Standard Time. This notice may represent the Governments only official notice of this procurement.
