Sources Sought - This is a SOURCES SOUGHT NOTICE. This is NOT a solicitation for proposals or quotes. General Statement of Need The purpose of this Notice is to obtain information regarding: TITLE OF PROJECT: Project Manager and Technical Expert for Pending Litigation Contractor shall provide labor and supervision to provide exceptional technical ability in the field with proven success in troubleshooting complex systems and perform numerous construction management services at this facility. When called upon the contractor (Technical Expert) shall be a witness for any pending litigation during construction period services. Contractor must be current in all construction activities. The Contractor shall provide labor and services on a daily basis excluding holidays and weekends. The Contractor shall provide technical advice, skills and provide the number of years of field experience at this facility. This is not a training position. Unfamiliarity of the Medical Centers utility systems will result in delays with ongoing projects and patient care. The contactor shall perform construction management services for the following projects at the Bedford VA Medical Center through the Engineering Service Office. 1. Replace Boiler #3 Status. Pending litigation I under construction 2. Replace Stack and Steam Project Status: Pending closeout 3. Replace Condensate lines. Buildings 2, 10,9,81 and 8. Status: Under Construction 4. Identification I Field location of piping and subsystems to update drawings for various buildings located at the facility. 5. When called upon. Provide safety training to operating personnel when working with steam and building condensate systems. 6. Water Tower Project: Provide Technical review and advice for ongoing issues. 7. Plumbing Project: Provide Technical review and advice on issues during the pre and construction phase. 8: Boiler Modifications Project: Prepare Modification for AE design services during construction. 9: Boiler Modification Project: Status / Preconstruction. The Contractor will be assigned on a daily basis to perform Project Administration and provide his advice on all technical matters for the above construction projects and other 'related projects. The contractor will report on site at V.A.M.C. Bedford. Each workday will be comprised of (8) hour days worked between 9am and 5 pm. Monday through Friday. Daily assignments and work schedules will be coordinated with the Chief Engineer. This is not a training position. The contractor will be required to administer projects from start to finish at award of contract. The contractor is responsible for all phase of the work listed. The contractor must have knowledge of all utility and subsystems of this facility. Must know all locations of equipment, piping and valves to assist Prime Contractors for location of same. Projects are ongoing and no time can be spared for training that may result in project delays. The contractor shall provide hands on technical and project management services with a minimum of 30 years field experience in power generation, operating and managing construction of steam generation system including boilers for low and high pressure, and auxiliary equipment or sub systems. Must be able to coordinate more than one project at a time. Will be responsible for design and implementation of emergency piping systems for temporary boilers, building utilities piping system and emergency generators. Provide expert knowledge in boiler laws and regulations for local, State Of Massachusetts and Federal Government regulations particularly VA Central Office Boiler Standards. Provide expert knowledge in ASME Section 1 Power Boilers and ASME B31.l.pp Piping. A thorough knowledge of this facilities above and below ground piping for water, natural gas, oil, steam, condensate, sewer and storm drain systems. Provide expert knowledge in assisting VA officials for air quality /emission compliance for a 200 kW temporary emergency generator and a new 300 kW emergency generator. Must have field experience in the development of spill plan for oil deliveries and erosion control plans for wetlands. All listed projects require a thorough knowledge and work experience for installation,testing, on site repairs, piping, welding, instrumentation, startup and commissioning. Must have a thorough knowledge and field experience of steam energy management, administration, and planning Technical supervision is a must to organize tasks to monitor and be responsible for all projects listed in this statement of work. Provide expert technical knowledge in pneumatic controls systems, controllers,sensor controller systems, sensors, actuators, relay and switches, including pneumatic control combinations. Have technical and field knowledge electric controls fundamental for series 40, 80, 60 two position circuits, 60 floating control circuits, 890 control circuits and series 10 control circuits. Have field experience in and knowledge of this facilities building electrical and equipment systems. This includes all motor control circuits for hand /off start /stop circuit and control combination. Must have field experience at this facility for Electronic control circuits including Proportional, Proportional Integral and Derivative Control applications connected to field wiring points for SCADA applications. Knowledge and documented field experience in the design and field application of gravity, vacuum and variable vacuum systems, sizing of piping, valves, pumps, steam/pump traps direct acting, centrifugal and rotary type pumps. Pressure Controls for pumps and auxiliary equipment.. Knowledge and field experience at this facility steam main distribution system. Including controls, safety devices and parallel branch line connections. Must be current in plans and specifications for the listed projects. Must be current on all VA policies concerning asbestos abatement, lead paint removal and infection control in a hospital environment. 1.Period of Performance. The period of performance shall be from the date of award for a six month period. 2.Place of Performance. The Contractor's work will be performed at the Bedford VAMC. 3.Travel. No anticipate travel. 4.Type of Contract. A Firm- Fixed Price Contract will be issued for this effort. Contract duration is estimated to be for a six month period. THIS IS STRICTLY MARKET RESEARCH THAT WILL ASSIST THE DEPARTMENT OF VETERANS AFFAIRS, VISN 1 PLAN THEIR ACQUISITION STRATEGY. This is NOT a Request for Proposals (proposals will not be accepted at this time) and does NOT constitute any commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. The information based on responses to this notice solely within the discretion of the VA. All interested sources must respond to future solicitation announcements separately from responses to this market research/Sources Sought Notice. Responding small businesses should have an active CCR registration, DUNS number and up to date ORCA registrations. SDVOSBs and VOSBs MUST be certified inVetBiz.gov. The NAICS code for this service is 541330, size standard is $4.5 million.
