- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation is a Request for Quotation (RFQ), W909MY-11-Q-A007 This procurement will be a 100% small business set aside. The small size standard is 100 people for the North American Industry Classification System (NAICS) Code 423910. The United States Army Contracting Command-Ft. Belvoir intends to award a purchase order on a firm fixed price basis. The proposed action is for 15 each of the below items: Personal Locator Beacon- 406 MHz GPS - 350BOn board, manual activation, location accuracy to 100 meters, water resistant to 16 feet, water proof, FCC, COSPAS-SARSAT certified Portable battery charger - Compact portable power device weight 6.6 ounces, charge time 2 -14 hrs, external charge's/Wall; battery included Hooligan Bar, 30" - Heavy duty tool designed to prod, puncture, twist and cut open all types of barriers. A single piece forged (SPF) tool intended to exceed FDNY specifications for their primary hand held forcible entry tool. Flares - 72 hour emergency laser flare corrosion proof, durable and leak resistant to 80 feet, long life laser diode - 10,000 hours meantime to failure long reaching laser swath locates reflective material up to a mile away and can be seen over 20 miles away in optimal conditions. Mosquito netting - Mosquito net to protect from biting bugs, one point suspension system and insect repellent. In accordance with FAR 52.212-2 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Contracting Officer reserves the right to make no award under the procedures. Offers are to be received by February 13, 2012 by 2:00PM Eastern Standard Time. Quotes may be submitted for all items or for multiple items. The Contracting Officer reserves the right to make no award or multiple awards under this procedure. All Contractors not registered in the Central Contractor Registration (CCR) database prior to award will not be considered. Vendors may register with CCR by calling 1-800-334-3414 or register on line at http://www.CCR.gov. The US Army Contracting Command utilized the Army's Single Face to Industry, to allow electronic posting of Solicitations for Request for Proposals (RFP's), Request for Quotations (RFQ's), and Invitations for Bids (IFB's) from ACA to industry.
