- 252.225.7035 Provisions and Clauses The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, has a requirement for a small scientific laboratory steam sterilizer. The sterilizer will be used in the Microbiology & Immunology (MIC) Department at USU to sterilize media, glassware and dissection tools and to decontaminate biohazardous waste. Additional information regarding USU and its mission can be found on our website: www.usuhs.mil. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. It is the responsibility of the contractor to monitor FedBizOpps (http://www.fbo.gov) for the issuance of any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-55. See attached provisions and clauses. This requirement is set-aside for small businesses under NAICS code is 339113 (Surgical Appliance and Supplies Manufacturing), with a size standard of 500 employees. In order to be considered for award, offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) and the Online Representations and Certifications Application (ORCA) database (www.orca.bpn.gov) by the close date of the solicitation. Quotes received from offerors not registered in both databases will not be considered. Offerors interested in responding to this requirement must provide a quote for the following items: CLIN DESCRIPTION QTY UNIT OF ISSUE UNIT COST TOTAL COST 0001 STERILIZER 1 EA 0002 LOADING RACK 1 EA 0003 SHELVES 2 EA 0004 SHIPPING 1 EA Quotes for refurbished items will not be accepted. Minimum specifications: • Freestanding unit • Gravity unit • Chamber dimensions: approximately 20" x 20" x 38" • Single door • Pressure vessel is rated at 50 psig • Modular piping for reduced number of components and ease of maintenance • Power requirements: 120V, 1 Ph • 316L stainless steel construction (corrosion resistant) • Control system • In-house steam • Installation not required The government will award a Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror whose quote, conforming to this announcement, will be most advantageous to the government. Award will be made on a best value determination considering price and non-price factors in accordance with FAR 52.212-2 - Evaluation -- Commercial Items Clause. Evaluation Factors (listed in order of importance): 1. Technical - Offerors must provide product literature, which demonstrates the capabilities of the quoted item(s). At a minimum the product literature must demonstrate that the quoted item meets the minimum specifications outlined above. 2. Delivery - Offerors must provide estimated delivery date. The customer requires that the sterilizer be delivered as soon as possible. 3. Warranty - Offerors must provide warranty information for both the pressure vessel and door gaskets. 4. Price - Offerors must provide a price for each CLIN listed above. The resultant award will be a single FFP award. The government reserves the right to utilize technical and customer reviews as part of the technical evaluation. Offerors may provide quotes for multiple sterilizers. The "nonmanufacturer rule" applies to this requirement. Per FAR 19.001, "the nonmanufacturer rule means that a contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern." USUHS reserves the right to award without discussions. All questions must be submitted via email to Jody.Bester@usuhs.mil by close of business (COB) February 3, 2012. Responses to questions will be addressed as an amendment to the RFQ. No questions will be answered over the phone. Quotes shall be accepted by email only. No other method of submission will be accepted. Email all quotes to Jody.Bester@usuhs.mil. Quotes must be received by 5:00 PM EST on February 10, 2012.
