- Solicitation Number: NIH0F2012456 Notice Type: Notice of Intent The Department of Health and Human Services (HHS), Office of the Director (OD), Office of Research Facilities (ORF), Office of Acquisitions (OA), Facilities Services Support Contracting Branch (FSSCB), intends to award a Sole Source, Fixed Price Hybrid contract, there is a line item for parts reimbursement, to contractor NVT Technology, Towlston Road, McLean, VA 22102, for utility plant support services, at the Central Utility Plant, at Research Triangle Park (RTP) in North Carolina. In accordance with FAR 6.302-2(b)(2) Unusual and compelling urgency, Delay in award of a contract would result in serious injury, financial or other, to the Government. The central utility plant provides utility services in order to sustain and to maintain the lives of research animals, and the utility services are to support and protect the valuable and extensive research that is conducted on site. NVT Technology is the incumbent contractor that is operating the utility plant. This sole source is to allow the government adequate time to re-compete the acquisition for the critical services that are requirement. The work performed by the CUP Operations & Maintenance Contractor will be to operate and maintain the Central Utility Plant assets for the production of sufficiently chilled water for all cooling, High Temperature Hot Water (HTHW) for all required heating, provide the necessary High Voltage Electrical maintenance and maintenance of Utility Systems and their associated equipment to meet the needs of the NIH/National Institute of Environmental Health Sciences (NIEHS) and Environmental Protection Agency (EPA) Facilities. Provide as required by the necessary quality control and quality assurance and report the results and archive material as required by NIH/ORF. The Contractor shall also collect and safely dispose of all pathological and selective chemical and radioactive waste materials that are generated day to day on the NIEHS Campus, and delivered by the EPA. The NAICS code for this requirement is 561210. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date is February 13, 2012 4:00 p.m. EST.
