Description
The Department of Transportation (DOT), Maritime Administration (MARAD) has a requirement for ship manager services for three Ready Reserve Force (RRF) vessels. The solicitation will be made available on the Federal Business Opportunities (FBO) webpage, (https://www.fbo.gov/). MARAD intends to issue RFP DTMA98R20120001 for the operation and maintenance of three RRF vessels. The vessels are as follows: CAPE HENRY, CAPE HORN and CAPE HUDSON. This requirement will be solicited on an UNRESTRICTED/ FULL AND OPEN competition basis, subject to mandatory eligibility requirements. The contract(s) to be awarded will be Firm Fixed-Priced with some cost reimbursable CLINS. MARAD plans to make award(s) by July 01, 2012, for a three year performance period ending July 27, 2015, and will include FAR 52.217-8, Option to Extend Services (Nov 1999), providing for extension of services up to an additional six months. Brief description of work: The Maritime Administration requires ship manager services (to include but not be limited to, maintenance, repair, logistics support, activation, operation, deactivation, crewing and management) for vessels of the National Defense Reserve Fleet/Ready Reserve Force (NDRF/RRF). The NDRF was created in 1946 to provide vessels for national emergencies. The RRF is a subset of the NDRF and contains vessels maintained in a heightened degree of readiness to respond to national emergencies. This solicitation will encompass three (3) RRF vessels - the CAPE HENRY, CAPE HORN and CAPE HUDSON. The RFP package is anticipated to be posted on or about February 13, 2012. Upon issuance, the solicitation and all supporting documentation will be posted to the FBO website https://www.fbo.gov. Please check the website frequently for updates to the schedule, library, and other applicable program information. The Government anticipates that the RFP will be open for 30 days once it is officially released. A pre-proposal conference will be scheduled for on or about February 22, 2012. More specific information will be provided in the RFP.
