Description
Construction of an Armed Forces Reserve Center (AFRC) located near Indianapolis, IN. Primary facilities include Construction of an ARC training building (126,532 SF), collocated Area Maintenance Support Activity / Organizational Maintenance Shop (26,709 SF), Deployable Medical Sets (DEPMEDS) site, Navy Reserve/Marine Corps Reserve training building (57,402 SF) and Vehicle Maintenance Facility (4,403 SF). Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Demolish 8 buildings (102,272 Total SF). Demolition will be phased throughout construction. Air Conditioning (Estimated 472 Tons). Utilities may require temporary service runs during construction to keep other buildings active during construction contract. The solicitation may contain the following options: CFCI OMAR funded items; CFCI Bona Fide Need OMAR funded items; photovoltaic solar system, running track, perimeter ornamental fence, concrete POV parking area, concrete MEP parking area, bi-level loading ramp, Marine Reserve wash platform, Army Reserve wash platform, and a guardhouse. This project will meet or exceed USGBC LEED Silver Certified level of design and construction. Furniture will be procured separately. Contract duration is 1004 days with two phases. Phase 1 is 700 days which includes complete construction of 4 new buildings. Phase 2 is 274 days which includes the demolition of the old reserve center and vehicle maintenance shop. This phase shall begin with a 30 day User Moving period in which construction work shall not interfere with users moving from the existing to the new facility. This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.1307(b), this project requires the HUBZone 10% price evaluation preference. Proposals will be evaluated using the Best Value/Trade-Off process with the following rated evaluation criteria: Relevant Experience, Confidence in Performance, Small Business Participation, Management, Safety, and Price and Pro Forma. Site visit information will be provided in the solicitation document. The North American Industry Classification (NAICS) code is 236220. Size standard is $33.5M. Estimated cost range is $25M to $100M. Approximate issue date of the solicitation is 13 February 2012 and approximate closing date is 21 March 2012 at 2:00 p.m. Eastern Time.
