- DRAFT Request for Proposal (RFP): Food Service ProgramThe National Aeronautics and Space Administration (NASA), John F. Kennedy Space Center(KSC) Exchange Council (the Exchange) is a non-appropriated fund instrumentality of theUnited States Government operating for the benefit of KSC civil service and contractoremployees. The Exchange administers and manages operations and activities that createrevenue to contribute to the efficiency, welfare, and morale of approximately 9,000 KSCpersonnel. This RFP seeks proposals for concessioner(s) to provide food services tovisitors and occupants of KSC, including employees, contractors, and commercial partners.In addition, employees located at Cape Canaveral Air force Station (CCAFS) have access toKSC facilities. CCAFS is located approximately 3 miles from the KSC industrial area.The goal of this solicitation is to provide quality, diversified food service programthat increases patronage and leads to a viable and profitable concession agreement. TheExchange seeks to provide maximum practicable opportunities to small and disadvantagedbusinesses, consistent with the capability and capacity of these firms to meet therequirements for food services. The Exchange promotes participation of small anddisadvantaged businesses subcontracting for partnering and mentor-protg relationships. This RFP may result in the award of a single or multiple concession agreement(s) for thecomponents identified below. Offerors must submit a separate proposal for each identifiedcomponent for which the offeror is interested in. In addition to the below functions,Concessioner(s) may be required to cater special events including, but not limited to,launches, celebrations, professional luncheons, holiday activities, meetings, andtraining events. Additional catering requirements are outlined in Attachment A, ArticleI. 2(h). The Exchange solicits proposals for the operation of the following components:a.One (1) Traditional cafeteria: Provide a variety of creative, appetizing, andnutritionally sound breakfast and lunch offerings.b.One (1) Food court: Manage and oversee a minimum of four branded concepts with avariety of choices for breakfast and lunch. c.One (1) Independent branded restaurant: Provide a breakfast and lunch venue featuring arecognizable and successful brand that provides quality food. d.Food services for Child Development Center (see Attachment B, section B.3 for moredetails)
