Description
Sources Sought Synopsis announcements are issued to assist the Agency in performing market research to determine industry interest and capability. This Source Sought Synopsis is not a request for proposals but rather a request for information and shall not obligate to, and will not, pay for any information received from potential sources as a result of this synopsis. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Introduction: The Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing NON-PERSONAL services post-deployment support for Defense Agencies Initiative (DAI) Oracle E-Business Suite 11i applications. Background: DTRA deployed a standardized system solution called DAI to improve overall financial management and comply with the Business Enterprise Architecture, Standard Financial Information Structure and Office of Federal Financial Management. In order to achieve a DoD compliant business environment, DTRA requires services support in three functional major categories: Program Management, Help-Desk support, and Training. Function 1.) DAI Sustainment/Program Management (approximately 3- FTEs) support will focus on operational performance, preparation and implementation of system changes/enhancements by augmenting DTRA operations of DAI. This support shall include: Providing expertise with DAI individual modules, Program Planning and Deployment, and support to operations; Assists with operational issues and the current DAI release; Conduct analysis of DTRA's existing processes, systems, roles, and workflow and how DTRA business is accomplished with DAI; Propose ways for DTRA to improve operational performance; Propose revisions to technical documents as necessary. Function 2.) DAI Help-Desk support (approximately 11 FTEs decreasing to 5 FTEs in abut 2 to 3 years) will assist with issue resolution and tracking by augmenting DTRA DAI Subject Matter Experts (SMEs) during post-deployment of DAI. This support shall include: Issue identification, troubleshooting, event escalation, and closure of the problem resolution process in support of DAI; Maintain help desk operational manual; Document issues received via phone, email, and in-person in the DTRA provided ticket tracking system; Analyze and resolve the issue; Transfer the issue to the DTRA IT help desk as needed; Escalate the issue to the DAI DLA help desk as needed; Track the issue to resolution; Report metrics and recommend focus areas during training; Assist with user account management; Participate in testing before fixes and new functionalities are released. Function 3.) DAI Training support (no additional FTEs, included as part of function 2 supports) will encompass revising or creating training documents as well as delivering training. Train the DTRA DAI users to ensure that they are fully capable of independently accessing and operating DAI for their job functions. The DAI training support team shall work closely with the help desk team for account access management and to address subject areas that receive frequently asked questions. This support shall include: Create or update training material and reference guides; Conduct instructor-led training; create computer-based training if necessary; Train help desk personnel as necessary; Support internal DTRA DAI communication venues such as newsletter and updates to DTRA's intranet communication website; Attend and participate in all relevant DAI teleconferences and meetings as required. Location of Services. Two possibilities exist. 1.) The contractor provides a facility to house their personnel which ensures quick and easy access for their personnel to reach the Defense Threat Reduction Center (DTRC), and provides phone and computer capability to operate a DAI help desk. 2.) The Government provides cubicles with associated support equipment at the DTRA HQ building @ 8725 John J. Kingman Rd, Ft Belvoir, VA 22060. Security. The contractor shall possess and maintain a SECRET facility clearance from the Defense Security Service. The contractor's employees, performing work in support of this contract shall be U.S. citizens and shall have been granted a minimum of a SECRET security clearance from the Defense Industrial Security Clearance Office.
