- On behalf of the AbilityOne Program, National Industries for the Blind (NIB) a designated central nonprofit agency, is pursuing potential partnerships with U.S. commercial manufacturers of Environmentally Friendly Vehicle Cleaners and Protectants for the purpose of providing employment for people who are blind or severely disabled. If successful, the result will be a co-brand agreement between the manufacturer and the AbilityOne Program, and its registered brands. The ultimate expectation is that the co-branded product will be placed on the AbilityOne Procurement List (PL). At minimum, the following product requirements must be met: 1.A complete line of environmentally friendly vehicle cleaning and protectant products that includes but is not limited to: a.Liquid Detergents (heavy-duty) i.Biodegradable ii.Phosphorous less than.05 iii.Minimum concentration ratio of 1:24 iv.No APE (alkyl phenol ethoxyalates) v.No EDTA (EthylenediamineTetraacetic Acid) vi.No VOCs b.Vehicle Wash Soap i.pH between 5.5 and 10.5 ii.No APE (alkyl phenol ethoxyalates) iii.No EDTA (EthylenediamineTetraacetic Acid) iv.No VOCs v.High Foaming vi.Phosphorous less than.05% c.Cleaners/Degreaser, i.Biodegradable ii.Contains synthetic wetting agents, alkaline builders and softening agents. iii.Minimum concentration ratio of 1:16 iv.No butyl v.No APE's vi.VOC Compliant (CARB regulations) vii.No EDTA (EthylenediamineTetraacetic Acid) viii.Phosphorous less than.05 d.Wash and Shine with Wax i.Wash & Shine function in one step. ii.Contains synthetic detergents, wetting agents, foam stabilizers and water softeners. iii.Contains a polymer wax emulsion - weatherproofs and leaves a glossy finish. iv.Minimum concentration ratio of 1:24 v.VOC Compliant (CARB regulations) vi.Phosphorous less than.05 e.Interior Surface Protectant i.For use on vinyl, rubber, and leather surfaces. ii.Protection from ozone, ultraviolet rays and oxygen. iii.No VOCs iv.Phosphorous less than.05% v.No EDTA (EthylenediamineTetraacetic Acid) vi.No APE's vii.Homogeneous solution; will not separate (12 months) f.Wheel and Tire Cleaners i.Effectively cleans white and black sidewall tires, wheel covers, wheel wells and wheel assemblies without damaging aluminum or magnesium wheels. ii.Phosphorous less than 0.5% iii.No APE surfactants, iv.No EDTA (EthylenediamineTetraacetic Acid) v.No VOC vi. No butyl g.Bug Remover i.Biodegradable surfactants ii.Gelled for providing cling to vertical surfaces to removes bugs and droppings. iii.Minimum concentration ratio of 1:8 iv.No APEs v.No VOCs vi.Phosphorous less than.05% vii.No EDTA (EthylenediamineTetraacetic Acid) 2.To the maximum extent possible, each product should conform to the following requirements: a.Be made available in highly concentrated formulations that reduce packaging size and material used, saving on natural recourses b.Be Biodegradable c.Contain no phosphates, APE surfactants, EDTA, VOC compliance to California Air Resource Board. d.Contain no carcinogens e.Contain no ozone depleting ingredients 3.Meet and/or exceed the FAR and other published Federal standards, including Executive Orders and applicable agency-unique requirements. To be considered for the partner opportunity, the following criteria at a minimum must be met by the commercial manufacturer: 1.Possession of a nationally-known brand name that can be demonstrated to have significant appeal through evidence of substantial sales and market share. 2.Ability to offer a complete line of environmentally friendly vehicle cleaners and protectants chemicals. 3.Manufacturer's response must include the material safety data sheets (MSDS) and general product information. 4.Willingness to enter into a multi-year agreement, which includes on-going technical and production assistance while enabling the selected nonprofit agency to meet the suitability criteria of the AbilityOne Program in the production process by delivering the g environmentally friendly vehicle cleaners and protectant products to the nonprofit agency's facility in the bulk or concentrated form and instructing the nonprofit agency in proper techniques to complete the manufacturing and subsequent packaging of the products, thereby creating employment for people who are blind or severely disabled. 5.The chosen commercial manufacturer must be willing to set a high priority for delivering the materials to the nonprofit agency in order to assure the agency of on-time deliveries to the end-use customers. 6.Commitment to working cooperatively with AbilityOne personnel to market the products to government customers under the AbilityOne Program. 7.Willingness to work with the selected nonprofit agency, NIB and the Committee to ensure that the products' price to end-users is a fair and reasonable price. 8.All products must be manufactured and lab tested, certified and customer tested to be effective according to their purpose. Test results and proof of certification MUST be provided WITH solicitation response. 9.Manufacturer's submission must demonstrate that the specific products meet the various criteria, as well as indicate what functions the nonprofit agency's employees would perform. Submission should recommend ways to maximize the employment for people who are blind or severely disabled in the fulfillment of the products. The deadline for response is February 24, 2012.
