- Description
- The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement to procure services for design completion, prototype manufacturing and prototype testing of a High Intensity Superconducting Cyclotron (HISCC). The Defense Threat Reduction Agency (DTRA) has an active interest in technologies to detect special nuclear materials (SNM). In support of this, DTRA through NSWCCD, will grant the Massachusetts Institute of Technology (MIT) a continuation of the design study of the HISCC in order to verify feasibility of the approach. The final HISCC design and prototype to be provided by MIT are a continuation of the current NAVSEA Contract N00024-02-D-6604. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency ™s requirements. Phase 1 was completed after passing the Critical Design Review (CDR) on 30 November 2010. Phase 2 is divided into 2a, 2b, and 2c. Phase 2a commenced with a completion date of 31 December 2011. The proposed procurement will cover phases 2b and 2c. During phases 2b and 2c the design of the HISCC will be completed, a prototype cyclotron fabricated and low power tests conducted. The estimated period of performance for Phase 2b is from 1 June 2012 through 31 May 2012. The estimated period of performance for Phase 2c is from 1 June 2013 through 31 May 2014. Award of a Cost Reimbursement type contract is anticipated. This notice of intent is not a request for competitive quotes however interested parties may submit a capability statement within fifteen (15) days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
