- This is a Sources Sought Synopsis announcement, pursuant to FAR Part 10 to accomplish market research and obtain information to be used for planning purposes. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal or a request for SF 330s and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. In addition, a decision not to submit a response to this sources sought notice will not preclude a firm from participating in any future request for SF330s. Detailed resumes or corporate experience is not requested or required by this sources sought. After evaluation of responses, a request for SF 330s will be issued. Information collected from this sources sought will not be used to supplement individual SF 330s submitted in response to upcoming solicitations as this information is for market research and planning purposes only. Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA) is seeking sources with current relevant experience, personnel, and capability to perform multi-disciplined Architect/Engineering (A/E) services required for a firm fixed price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract in the Africa and Southwest Asia areas serviced by NAVFAC EURAFSWA to include the entire African continent and Southwest Asia Area of Responsibility (AOR) (including, but not limited to, United Arab Emirates (UAE) and Bahrain). The preponderance of work is anticipated to be in Bahrain and Djibouti. Required architect and engineering services for new construction, renovation/alteration, repair, and maintenance projects. Work is primarily preparation of design-build Request for Proposals (RFPs), fully designed drawings and specifications, studies for renovation or alteration of existing facilities or construction of new facilities, and abbreviated descriptions of performance requirements and development of budget estimates and DD 1391s. A sampling of projects may include: Residential “ Barracks (Hotels, Apartments); Family Housing Lodges (Motels); Commercial/Office “ Exchanges (Light Commercial); Commissaries (Super Markets); Administration Buildings; Fire Stations; Communication Centers; Chapels (Churches); Clubs; Recreations Facilities (Playing Fields, Auto Shops, Hobby Shops, Youth Centers, Gymnasiums); Institutional (Schools, Child Development Centers, Kindergartens), Dining Facilities, Training Facilities, Hospitals; Industrial Repair Facilities, Hangars, Warehouses, Expeditious Contingency Structures (K-Spans, Sprung, Seahuts, pre-engineered buildings); Helicopter Pads, Taxiways, Runways, Utility Systems (Water, Steam, Sewer, Gas, Electric, Communication, etc.); and Ship Berthing Areas (Piers, Ramps, Wharfs). Additional tasks may include: lighting and electrical power distribution and transformation; HVAC and control systems; planning studies; consultation on technical issues; storm drainage systems; topographic surveys; geotechnical investigations; roads/parking lots; interior/exterior lighting systems; intrusion detection systems; designs for fire suppression and protection systems; asbestos/lead abatement, and disposal of hazardous materials. The prime A-E Firm or one of its subconsultants will be required to have an office located within one of the contract ™s primary countries of the Africa Southwest Asia AOR (Bahrain, Djibouti, UAE and/or Egypt). The contract may be administered from an office other than the office in the Africa / Southwest Asia AOR but the firm shall have the capability to perform professional architectural / engineering services from an office within the AOR. The preponderance of work is anticipated to be in Bahrain and Djibouti. The North American Industry Classification System (NAICS) Code is 541330 (Engineering Services). The proposed contract will be for one base year with 2 one-year renewable options, resulting in a maximum contract performance period of three (3) years. Anticipated estimated total contract price for the base period and all option periods combined is $9,000,000. Interested firms are invited to respond to this sources sought announcement by submitting a statement of interest of not more than two pages demonstrating your firm ™s strategy for meeting the following: 1. If not the prime firm, the ability to obtain the services of a U.S. registered Architect-Engineer Firm and U.S. registered Fire Protection Engineer to assure that designs are compliant with U.S. Standards and codes, as applicable. Note: It is not required that the prime be a U.S. firm. 2. Firm or Subconsultant office in one the Africa / SW Asia AOR (Bahrain, UAE, Djibouti, or Egypt) locations with the ability to attend emergent site visits or meetings in the areas listed within 48 hours and possess knowledge of building practices and cost estimating in one or all of the stated locations. The preponderance of work is anticipated to be in Bahrain and Djibouti. 3. On staff or ability to obtain the services of a LEED AP Architect or LEED AP Mechanical (or Electrical) Engineer. The LEED AP must be a licensed Architect or a licensed Mechanical or Electrical Engineering having U.S. Green Building Council LEED accreditation and have experience as LEED Project Administrator that has initiated, administered and implemented the LEED design process and coordinated the submittal of all necessary design documentation for LEED certification through the U.S. Green Building Council.
