- NASA/NSSC intends to issue a sole source contract to North American Training &Development, Inc., Houston, Texas 77058 for a training program entitled Seminar inLeadership. The objective of the program is to provide a leadership curriculum for JSCemployees selected for the Seminar in Leadership Program. The contractor shall provide 3training sessions for 20 participants per session selected by JSC. Participants will have the opportunity to examine current leadership concepts, interactwith senior Center management, and strengthen their relationship with group/team leads inother JSC organizations. The issue-oriented sessions will also enhance the participantsunderstanding of current JSC management styles, concepts, directions, and goals.Provider RequirementsThe contractor shall meet the following requirements:The curriculum shall consist of 5 sessions. The sessions shall be delivered in thefollowing format: Each session shall consist of 8 hours of in-class instruction. Each session shall include a 1.5 hours presentation and Q&A session provided by a Senior Level JSC management speaker.The pre-work for the curriculum shall consist of the following customized assessments:Employee Needs Assessment (ENA) Leadership Style Questionnaire (LSQ) Management Practices Survey (MPS)Team Effectiveness Survey (TES) The curriculum shall combine lectures, classroom activities, case studies, readings,group discussions, and assignments that can be applied to the participants on-the-jobleadership responsibilities.The curriculum shall be provided according to a flexible delivery schedule that is suitedto the needs and constraints of the participants in SIL. This may include reschedulingcourses to avoid interference with mission schedule and goals. At a minimum, the curriculum should cover the following Leadership principles and topics:Understanding Human BehaviorThe Changing Roles and Responsibilities of NASA Employees and LeadersThe Need for New ParadigmsKey Management ConceptsValues and Human BehaviorDeveloping Your Leadership SkillsLeadership Style Questionnaire and Power Perception ProfileSituational LeadershipCaseSimulationsVideo Case AnalysesBuilding Team EffectivenessEffective CommunicationStages of Team DevelopmentThe Team Effectiveness SurveyEmployee Survey ResultsIncreasing Your Personal EffectivenessCoaching Employees to High PerformanceDeveloping Your Team Decision Making SkillsConflict ManagementConflict ResolutionDeveloping Your Personal Action PlanBuilding Organizational ExcellenceGood to GreatManaging ChangeOrganizational Change Case AnalysesThis offering shall be held near NASAs Johnson Space Center on February 13-17, 2012,April 9-13, 2012 and May 7-11, 2012.Pursuant to FAR 13.106(b), the acquisition of these services has been determined to bereasonably available from only one source. Competition is impractical for the followingreasons: North American Training and Development, Inc. has developed this course especially forNASA/JSC and has tailored the format and subject matter to meet the needs of JSCgroup/team leads, supervisors and managers. Since the course curriculum specificallyaddresses the issues pertinent to JSC, the time spent in the course is more effectivelyutilized. They have customized four leadership assessments that are given toparticipants as prework and then used to provide feedback throughout the course.Seminar in Leadership is an integral part of the current leadership curriculum and is thenext step for employees who have taken the customized Foundations of Leadership (FOL)course. As a consequence, it builds off of the competences addressed in FOL. It is afoundational course that develops the required leadership competencies based on theOffice of Personnel Management's (OPM) Executive Core Qualifications (ECQs) and NASA'sCore Values.North American Training and Development, Inc. has developed a full understanding of theneeds of JSC and NASA to ensure the design of programs are aligned with the most pressingleadership needs. They possess tremendous knowledge about the NASA culture and thecurrent challenges of the Agency. Theyve worked with other vendors that provide ourInclusion and Innovation curriculum and integrated the concepts into Seminar inLeadership.The Government intends to acquire a commercial item using the procedures in FAR Part13.106.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00 p.m. centralstandard time on February 10, 2012. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Candice C.
