- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This is an annual synopsis to re-compete N00164-11-G-BT06. Naval Surface Warfare Center (NSWC) Crane Division awarded a Basic Ordering Agreement (BOA) in April of 2011 which is being used to order compressed gases delivered as cylinder and/or bulk, associated handling, associated hardware, accessories and associated data to support the operations of the Naval Surface Warfare Center, Crane Division (NSWC Crane), Glendora Lake facility, Naval Support Activity (NSA), and other Government agencies located on the NSA Crane facility. The BOA covers a five year period from April 2011 through April 2016. The Procedures at FAR part 12 Acquisition of Commercial Items was utilized. The number of cylinders is dynamic. The current number is between 1480 and 1625 contractor owned cylinders on center at approximately 100 different locations. There are 47 Government owned bulk tanks and 1 contractor owned bulk tank. The Government is now resoliciting pricing, for job orders to be issued during year two, subsequent annual pricing will be solicited prior to the BOA anniversary date, on an annual basis, which may result in additional BOA awards for each subsequent year. The award decision(s) will be based on best value to the Government, evaluation criteria past performance and price with past performance being more important than price. Past performance will be evaluated on the contractor ™s ability to demonstrate past experience on similar requirements. Delivery requirements are 3 work days after order placement or in case of emergency 24 hours after order placement. Delivery is FOB Destination, NSWC Crane, Crane, IN 47522-5000. Inspection and acceptance is at destination. Note: This is a 100% Small Business Set Aside. This synopsis is for the class of orders that may be issued by NSWC Crane under the BOA for a one-year period. All responsible, interested sources may receive the RFP by contacting the POC.
