Description
This is not a request for quote; this is a notice of the government's intent to award a firm fixed price contract on a sole source basis to Athletes' Performance, Inc. (API) pursuant to FAR 6.302-1, only one source is capable of responding to satisfy the agency's requirements. The United States Special Operations Command (USSOCOM) intends to contract with API for Human Performance, Restoration & Pre-Habilitation (HPRP) training. USSOCOM's training program includes HPRP education, didactic instruction and skills proficiency based on Human Performance theory, Masters level Exercise Science, Exercise Physiology and Athletic Training competencies used within athletic programming for elite or Tactical Athlete populations. The Contractor shall train Military Mentors (MMs) and Functional Training Instructor Candidates (FTIC) in techniques focused on optimizing human performance, limiting attrition and gross manpower losses from mishap or occupational injuries resulting from engagement in high-risk activities. All Contractor HPRP Staff must possess an occupational history of at least five years professional employment in their respective area of expertise. All training staff and performance coaches shall meet National Strength and Conditioning Association standards. The trainers and performance coaches shall be Certified Strength and Conditioning Specialists (CSCS). USSOCOM requires the contractor to have multiple CONUS facilities and equipment sets, kits and outfits that allow for education and training to be conducted in centralized and de-centralized environments with no degradation in deliverables or requirements. Mobile training will be conducted in Government facilities. The resultant contract is planned to include one 12-month base period training up to 300 personnel in the contractor's facilities and 200 personnel in Government facilities; and two additional 12-month option periods, each training up to 150 personnel in contractor facilities and up to 200 personnel in Government facilities. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interest and capability to support this requirement by 10:00 AM EST on 7 February 2012 by e-mail to contracting@socom.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
