DOL-Approved MOS Program Guide Draft Performance Work Statement (PWS) for the MOS Training Program at Golconda JCCCC SOURCES SOUGHT ANNOUNCEMENT The U.S. Forest Service Job Corps Acquisition Support Branch is issuing this Sources Sought to gain knowledge of potential qualified sources to establish and maintain a Medical Office Support Training Program at the Golconda Job Corps Civilian Conservation Center (JCCCC), located at 345 Job Corps Road, Golconda, IL 62938. The Medical Office Support Training program is a vocation program approved by the Department of Labor for use at Job Corps Civilian Conservation Centers. More information about the Medical Office Support Training program is attached to this announcement. Job Corps requests demonstration of capability by interested contractors through submittal of a capability statement. In addition, Job Corps requests all interested parties (whether submitting a capability statement or not) to add their company information to the Interested Vendors List tab associated with this notice on FedBizOpps. DISCLAIMER This is NOT a solicitation announcement. This is a Sources Sought announcement only. As stipulated in FAR 15.201, responses to this SSA are not considered offers and cannot be accepted by the Government to form a binding contract. The decision to release a contract solicitation shall be made solely the Government's discretion. This Sources Sought is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any Government assessments. DESCRIPTION Job Corps is a U.S. Department of Labor, Employment and Training Administration (ETA) program. Job Corps is designed to assist young people who need, and can benefit from, the wide range of services provided at a Job Corps Center. Through its Centers, Job Corps offers academic, vocational and life skills training using a unique approach of competency-based and individualized instruction. Services include basic education; High School Diploma (HSD) program; General Education Development (GED) program; vocational skills training; residential living program; healthcare; and related support services. The comprehensive combination of training and support services is designed to help each student become a responsible and productive citizen. This Sources Sought seeks information from interested and capable sources regarding the establishment and maintenance the Medical Office Support (MOS) Training Program at the Golconda Center. This Program, if established, must be administered in accordance with the established program approved by the Department of Labor as detailed in the publication, National Office of Job Corps Medical Office Support Program Based on National Healthcareer Association (NHA) Certification and National Association of Health Unit Coordinators (NAHUC) Certification (attached). The Government anticipates making a single contract award to fulfill this requirement for up to 5 years. PERFORMANCE WORK STATEMENT A draft Performance Work Statement (PWS) for the Medical Office Support Training Program is attached. CAPABILITY STATEMENT The Government requests demonstration of capability by companies or other entities interested in performing this requirement as a prime contractor through submittal of a capability statement. All capability statements shall: 1. Include company or entity name, address, DUNS, and contact information for primary points of contact. 2. Include business classification(s): Small Business, 8(a), HUBZone, Small Disadvantaged Business [SDB], Service-Disabled Veteran-Owned Small Business [SDVOSB], Women-Owned Small Business [WOSB], Economically Disadvantaged Women-Owned Small Business [EDWOSB], or Other Than Small Business. 3. Include information demonstrating your capability to perform all tasks described in the draft PWS, including provision of personnel with the appropriate certifications and experience levels. 4. Include feedback regarding the requirements in the Draft PWS. 5. Not exceed 5 pages in length, excluding cover page. 6. Avoid use of excessive marketing lexicon, submission of fancy brochures, unnecessary sales literature, and product puffery. SUBMISSION INFORMATION The Government intends to consider all comments when developing its final acquisition strategy and any resulting RFP. Any resulting synopsis, solicitation, amendments or other information related to this Sources Sought will be posted via FedBizOpps (www.fbo.gov). All interested parties are encouraged to regularly check FedBizOpps for updates. Please provide the Capability Statement described above via email no later than 12:00pm MT on January 31, 2012 to Sarah Pheral at spheral@fs.fed.us. INTERESTED VENDORS LIST Job Corps requests that all interested parties, whether submitting a capability statement or not, add their company information to the Interested Vendors List tab associated with this notice on FedBizOpps. The Interested Vendors List will aid the Government in performing market research for this requirement.
