- The National Park Service, Department of Interior, is soliciting quotes from firms having the capability to perform the work described below. This solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective bidders desiring to conduct business with DOI are requested to register at the National Business Center. Bidders wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. No other notifications will be sent.Estimated Issue Date: February 7, 2012Estimated Closing Date: COB March 8, 2012Solicitation Number: P12PS20488Title of Project: Unleaded and Diesel Fuel - Buffalo National RiverDescription: Contractor shall provide Unleaded and Diesel fuel to Buffalo National River at the following locations: Buffalo Point Maintenance Area, 2229 Hwy 268 East, Yellville, AR 72687; Tyler Bend Maintenance Shop, Route 1, Box 46, St. Joe, AR 72675; and Pruitt Maintenance Shop, HCR 73, Box 176B, Marble Falls, AR 72648.Proposed contract will have a base year (4/1/12 thru 9/30/12) and two option years (Option 1 - 10/1/12 thru 9/30/13; Option 2 - 10/1/13 thru 9/30/14). Estimated amount of fuel to be delivered to each location: Buffalo Point= Minimum 3,000 gallons/Maximum 5,500 gallons Unleaded and Minimum 1,500 gallons/Maximum /2,250 gallons Diesel;Tyler Bend=Minimum 3,400 gallons/Maximum 5,000 gallons Unleaded and Minimum 900 gallons/Maximum 1,250 gallons Diesel; and Pruitt=Minimum 5,600 gallons/Maximum 8,000 gallons Unleaded and Minimum 4,100 gallons/Maximum 5,750 gallons Diesel for the base year (4/1/12 thru 9/30/12). Total base year=Minimum12,000 gallons/Maximum 18,500 gallons Unleaded; Minimum 6,500 gallons/Maximum 9,250 gallons Diesel. Total requirement for all three (3) locations for Option Years 1 & 2= Minimum: 24,000 gallons/Maximum 37,000 gallons Unleaded; Minimum 13,000 gallons//18,500 gallons Diesel.During the months of November thru March cold flow improvers will be added to diesel fuel. Delivery will be made within 24 to 48 hours of a request from an authorized ordering authority. A separate delivery ticket will be provided for each delivered item. Delivery tickets will be left at the park with a receivers signature, printed name and date of delivery. Payment will be made within 15-30 days by electronic funds transfer. The contractor shall adhere to the requirements in the park's Spill Prevention, Control and Countermeasures Plan (SPCC).Type of Procurement: Due to the fluctuation of fuel prices, a Not to Exceed contract will be awarded as a result of this solicitation. Contractors will be required to price each delivery at the rate that is being provided to their most favorable commercial customer. The government will compare pricing of the fuels delivered to the US. Energy Information Administration's price indexes. Contractor shall provide in their quote the pricing the formula that will be used.This requirement is being solicited on a full and open competition basis. All responsible firms may submit a quote.
