Description
See Final Synopsis BCA 1.23.12 The Naval Air Warfare Center Aircraft Division, Patuxent River, MD intends to negotiate on non-competitive basis with A.T. Kearney, Inc. 1300 Wilson Boulevard, Suite 1550, Arlington, Virginia 22209 for Sustainment Business Case Analysis (BCA) and Affordability Program Support, Phase II for the Joint Strike Firghter Program Office (JSFPO). The Government intends to procure the above services under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The period of performance on this procurement will be twelve months from date of award, plus two (2) six-month option periods for a total potential period of performance of 24 months from date of award. The Joint Strike Fighter (JSF) Program Office (JSFPO) is completing Phase I of the JSF Sustainment Business Case Analysis (BCA) and Affordability Program, Phase I includes deep dives of four functional areas, including Supply Chain Management (SCM), Sustaining Engineering, Field Support Operations, and Fleet Management. The Sustainment BCA and Affordability program services assits the JSFPO in accomplishing its critical mission of acquiring the next generation strike fighter for the U.S. Air Force, U.S. Navy, U.S. Marine Corps, including eight foreign partners and two foreign participants. The Sustainment BCA and Affordability program support services are an integral part of Program activities and critical to the Program's success. A.T. Kearney, Inc. is currently supplying the support services for this requirement. It is the Government's best interest to issue a new contract to A.T. Kearney, Inc. for a continuation of services. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government.
