Description
The Department of Veterans Affairs, VISN 20 Network Contracting Office plans to issue a solicitation for the construction of a new Nutrition and Food Services (NFS) building located at the Southern Oregon Rehabilitation Center and Clinics (SORCC) in White City, Oregon. This notice is not a solicitation. The project is 100% set aside for small business concerns with preference given to veteran-owned (VOSB) and service-disabled veteran-owned (SDVOSB) small business concerns. Proposals received from large business concerns will not be considered. Size status of the successful contractor may be confirmed with the Small Business Administration prior to award. If the firm is a VOSB or SDVOSB firm, status will be confirmed with the Veterans Administration's Center for Veteran Enterprises (CVE) at www.vetbiz.gov. Firms not certified by the CVE as VOSB or SDVOSB will be evaluated as a small business and will not receive preference. In accordance with VAAR 836-204 the magnitude range for the project is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code is General Commercial and Institutional Construction 236220 and the small business size standard is $33,500,000.00 in average annual receipts. The period of performance for the work is 450 calendar days (15 months) after receipt of notice to proceed. The work will be performed in an operating facility and includes, but is not limited to, all tasks necessary for the construction of the new NFS Building 236, followed by demolition of the existing NFS Building 236. Work will be phased such that the new building is fully constructed and operational prior to demolition of the existing building. Tasks may include, but are not limited to, infection control, site preparation, excavation, architectural, hazardous material abatement (asbestos and lead); concrete work, masonry, structural steel, carpentry, HVAC, plumbing, mechanical, electrical, landscaping, utilities, wall and floor finishes, and sustainability elements (either LEED or Green Globe at the VA's discretion). The successful contractor will be required to coordinate this project with that of other contractors performing work in close proximity at the facility. The VA will consider all proposals received in a timely manner from viable small business concerns, meeting the criteria outlined above and in the forthcoming solicitation, whose primary business is general construction.
