Description
The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to procure on a full and open competition basis a Weapons Performance Data Package relating to a 5" Rocket Laser Guidance System. For proposal purposes, the offeror must request a non-disclosure agreement (NDA) from Steven Shultz at steven.shultz@navy.mil. Upon receipt of the NDA, the Government will provide warhead and rocket motor drawings required for proposal purposes and the demonstration noted below. It is the intent of the government to collect performance data and provide range and engineering support for suppliers to demonstrate a 5" Rocket Laser Guided System. The contractor provided Guidance System will be demonstrated in a ground launch performed by the Navy at the Naval Air Warfare Center Weapons Division, China Lake. The demonstration will consist of: static test firings to ascertain any degradation in seeker capability based on adjacent missile firings. Furthermore, the contractors' seeker will be exposed to dynamic test firings on the WD SNORT track to ascertain if the effects of adjacent missile firings are expected to be different under flight conditions. The Government will not be performing flight testing. Finally, the Government will be launching three separate full up weapons to assess the minimum and maximum controllable ranges against a static target, in addition to what may best be described as a "heart-of-the envelope" shot against a moving target. The ground launched test firings will be performed using the MK 24 HE Mod 1 HE Warhead and the MK71 Mod2 rocket motor. The duration of the demonstration is estimated to be within a 14 day window. Fly-out and weapon/seeker performance data will be captured by the government and each supplier will be given the data from their provided weapons launches. To enable the contractor to accomplish the necessary firings, which establish a full up weapon, the Government will be providing all required assets for weapon build-up, targets/lasers and ranges, labor and analysis to support any aspect of the build up and firing the weapons. Additionally the Government will provide the contractor with all data from the adjacent test firings and live fire events of the contractor's delivered system. The Government will make available existing inventory of rocket motors, warheads, fuzes and launchers for testing. Additionally, the Government will provide a build up and storage at WD, safety monitors, launch facilities and data capture and no cost analysis of the contractor provided 6 DOF package. The Government will provide dummy equipment and drawings (i.e. motor, warhead, fuzes) for the contractor's integration efforts in plant. The offeror shall deliver a data package, which defines the projected operating envelope of the weapons system. The data package shall include drawings of the weapon system suitable to support a weapons performance data package. The data package shall include environmental qualifications with the intent towards future operations on Navy and USMC tactical fixed wing aircraft. Multiple contract awards are planned to obtain weapons performance data. Specific information to include detailed specifications shall be included in Solicitation N68936-12-R-0062 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about February 8, 2012, to close 30 days after the Request for Proposal issue date. Delivery requirements shall be F.O.B. Destination China Lake, CA. Estimated award is August 2012. All responsible sources may submit a written quotation which shall be considered by the agency. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 210000D, Attn: S. Shultz, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mi;/ccr/scripts/index.html. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA at: http://orca.bpn.gov in conjunction with required registration in the CCR database.
