- The Department of Energy (DOE) intends to award a sole source contract to USEC, Inc. (USEC) for separative work units (SWU), which is the measure of enrichment services, to enrich natural uranium to low-enriched uranium (LEU) to be used for DOE's tritium program. DOE will acquire SWU in exchange for DOE's accepting title to, and eventual disposal responsibility for, a quantity of depleted uranium tails (DUF6). The delivery schedule will be within 3 months of contract award. USEC is uniquely qualified to provide DOE with these enrichment goods in the form of SWU because it is the only provider of SWU that uses U.S.-origin technology, the only current enrichment technology available to DOE that is free of peaceful use assurances. For defense and DOE programmatic purposes, DOE needs LEU that is unencumbered by peaceful use assurances and thus can be used for defense purposes. In accordance with 41 U.S.C. ? 3304(a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit a capability statement by February 6, 2012 at 2:00 pm local prevailing time (Washington, D.C.) via e-mail to matthew.parker@hq.doe.gov. The written response must include a detailed discussion demonstrating the ability to provide low-enriched uranium unencumbered by peaceful use assurances and past performance client information for like deliveries. Questions regarding this notice are to be submitted via email to matthew.parker@hq.doe.gov by January 26, 2012 at 8:00 am local prevailing time (Washington, D.C.). Questions received after this date and time will not be addressed. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
