- This pre-solicitation notice is cancelled. A new pre-solicitation notice with the new solicitation number will be issued. The requirement is not being cancelled. New documentation needs to be created due to changes in the FAR. The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for up to 400 MicroRoentgen/MicroRem Survey Meters (uRSM). The survey meter would be used for x-ray radiography surveys without having to compensate by taking an open-window reading. In addition, the Naval Nuclear Propulsion Program (NNPP) has a requirement to perform space control surveys to ensure personnel do not receive radiation doses from NNPP sources distinguishable from natural background radiation. This procurement has been designated as a set-aside for small business. The NAICS code is 334517 with a size standard of 1,000 employees. NSWCCD intends to negotiate a competitive procurement using Simplified Acquisition Procedures in accordance with FAR Subpart 13.5 “ Test Program for Certain Commercial Items and award a firm fixed price purchase order. The system is expected to be a commercial off-the-shelf item which has been modified to meet the requirements in the RFQ. The solicitation will be made available electronically via the Federal Business Opportunities website (www.fedbizops.com) and the Navy Electronic Commerce website (www.neco.navy.mil). A hard copy of the solicitation will not be made available. The solicitation will be issued in December 2011. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
