HYDRAULIC SAND BACKPASSING OPERATION, AVALON, NEW JERSEY, DEMOSTRATION PROJECT, INDUSTRY DAY On February 7, 2012 at 10:00 AM EST you are invited to an Industry Day at the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building (6th Floor), 100 Penn Square East, Philadelphia, Pennsylvania. This meeting encourages businesses to identify ideas for the design specifics for a hydraulic sand backpassing operation including pipeline equipment and associated logistics in Avalon, New Jersey. This information (questions/comments) will be used as a tool in preparing the plans and specifications of the operation. The beach nourishment is a critical component of shore protection programs within New Jersey and Delaware. Presently, eight Federally-authorized beach nourishment projects have been constructed in New Jersey and five have been constructed in Delaware. In New Jersey, four of the projects have experienced substantial erosion within localized areas, while the portions of the projects down drift of the high erosion areas are at or above the design templates. Sand bypassing/backpassing is a technique that has been utilized in several U.S. Army Corps of Engineers coastal projects across the nation to assist in maintaining project beaches. Due to the nature of the extreme erosion being experienced at a number of the New Jersey beach nourishment projects, the Philadelphia District is investigating hydraulic sand backpassing as an environmentally less intrusive means to better manage sediment for individual projects and within the region. Specifically at locations that experience accelerated "hot-spot" erosion hydraulic sand backpassing offers the benefit of sand replenishment, maintaining the authorized level of storm damage reduction between large periodic nourishment operations, in a potentially cost-effective manner. Hydraulic sand backpassing can be implemented more frequently, for smaller volumes of sand, and can be cost-effectively accomplished with offshore borrow sites and typical seagoing hopper or hydraulic dredges. The work consists of hydraulically moving approximately 100,000 cubic yards of sediment along the beach in the Borough of Avalon, Cape May County, New Jersey. Sediment backpassing is a technique that reverses the natural migration of sediment by transporting it from accretive down drift areas to erosive up drift areas of the beach. The sediment will be borrowed and transported through the use of an hydraulic pump and pipeline from between 30th and 60th Streets, and be placed in the northern portion of Avalon, between 8th and 20th Streets, a distance ranging between 1 and 4 miles. Several hydraulic transport pump types have been considered in existing literature including: jet pump (educator) deployed from land-based vehicle (crawler crane); jet pump (educator) deployed from hybrid platform (Wilco dragline); centrifugal dredge pump (Toyo) deployed from land-based vehicle; centrifugal dredge pump (Toyo) deployed from hybrid platform (Wilco dragline); and portable dredge (mud cat). Initial screening-level cost analysis has indicated this project range to be in the amount of $500,000.00 to $1,000,000.00. Hydraulic pump specifics for discussion include pump/educator size, target production rates, pump platform, need for booster pumps, and crater excavation depths and infilling rates. Other equipment considerations for discussion include pipeline characteristics (material and diameter), equipment rent or purchase (and permanent placement), development of more detailed cost estimates, and safety concerns.
