- Description
- The Naval Sea Systems Command (NAVSEA) intends to issue a follow-on sole source bridge contract to CACI Technologies, 14151 Park Meadow Drive, Chantilly, VA 20151; for acquisition and life cycle responsibility in support of Expeditionary Warfare Program Offices for a 12 month base period and up to three, four-month options, totaling two years if all options are exercised. The program offices include: (1) Explosive Ordnance Disposal/Joint Counter Radio Controlled Improvised Explosive Device Electronic Warfare, PMS408; (2) Anti-Terrorism Afloat, PMS480; (3) Maritime Surveillance Systems, PMS485; and (4) Naval Special Warfare, PMS 340. The contract will provide: (1) Program Analysis, Development, Control, and Monitoring Support; (2) Administration, Communication and Data Management; (3) Business, Finance and Cost Estimating; (4) Technical and Engineering Support; (5) Information Technology (IT); and (6) Life Cycle Support across the PMS program offices. This requirement was previously satisfied under bridge contract N00024-10-C-6309. The current professional support services bridge contract ends on 31 March 2012. The follow-on competition is not expected to be awarded until the third quarter of GFY 2014, leaving a gap with no support services for approximately 18 months. The intent of this follow-on bridge is to fill that anticipated gap. This contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1) and the Federal Acquisition Regulations 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements to support Expeditionary Warfare Programs. No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy ™s operational needs without resulting in unacceptable delays and a substantial duplication of costs.
