- Sources Sought - Planned Sole Source Follow-on Contract for Non-Stockpile Chemical Materiel (NSCM) Overarching Research and Evaluation Program (OREP) Support The Office of the Project Manager for NSCM has the mission responsibility, as mandated by Public Law 102-484, for the disposal of all applicable Department of Defense chemical warfare materiel (CWM) in a safe and environmentally acceptable manner. To facilitate this mission, NSCM has developed an extensive OREP program for performing multiple evaluations/engineering studies on various technologies that may be potentially suitable for analyzing or treating CWM in an environmentally acceptable manner. This planned follow-on contract action is for acquiring the continuation of the ongoing contractor support under the NSCM OREP program. As contained in the corresponding statement of work (SOW), it will require the contractor to perform specified evaluations/studies on various technologies, involving both commercial vendors and government laboratories, suitable for analyzing or treating NSCM CWM. It will also require the contractor to design and oversee specified testing to validate their engineering assumptions and the system's performance. Finally, it will require the contractor to provide conceptual and detailed designs for prototypical fieldable systems based on the laboratory and subscale tests and to fabricate and validate the design through operational testing. The standard method for conducting these evaluations will be based on a multiple phase approach, starting with a proof of concept through possible fabrication and fielding as determined by the earlier phase results. Currently, the projected overall period of performance will be 36 months; this planned follow-on contract action will be a cost-plus-fixed-fee contract type and will be funded primarily with Research, Development, Test, and Evaluation funding. As described in FAR 6.302-1(a)(2)(iii), the above unique and/or highly specialized services being planned are available only from the original source; this planned follow-on contract action will be to the current OREP contractor, Shaw Environmental, Inc. (Shaw), Stoughton, MA. The Government has determined that procurement by other than full and open competition is necessary because procurement from any other source than Shaw would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and/or would potentially cause unacceptable delays in fulfilling the NSCM's OREP requirements. This planned follow-on contract will allow NSCM to retain these unique and/or highly specialized scientific, technical, and/or engineering services in supporting of its OREP requirements for its ongoing and future missions/activities without a disruption to these services. This planned follow-on contract has to be in place no later than 8 Dec 2012 to provide the continuation of the NSCM OREP support without a break of these services. Over the last ten years and as the only OREP performer under its applicable Program and Integration Support (PAIS) and Non-Stockpile Systems Contract II (NSSCII) task order(s), Shaw successfully provided the OREP support This included the management of the Technical Evaluation Panels (TEP) I, II, III, and IV groups for NSCM and the preparation of NSCM the Overarching Research Plan (ORP) and Overarching Research and Evaluation Plan, which identified all the current, near term and long-term technology requirements needed to fulfill the NSCM mission. From those needs assessments, Shaw developed the formats for the technology evaluation plans with acceptance criteria, test plans, quality assurance requirements, health & safety formats, test report formats and independent evaluation reports. Under its previous task orders, Shaw has reviewed over one-hundred technologies with potential applicability to NSCM analytical, CWM destruction, and other needs identified in the ORP. Further, Shaw has overseen the testing and evaluation of the ten technologies down-selected to date from their initial evaluations and three non-intrusive analyzer system evaluations. Shaw was responsible for extensive and complex reporting on these evaluations. This planned follow-on contract action will extend, leverage, and build upon Shaw's prior evaluation efforts under its PAIS and NSSCII task orders. Accordingly, this planned follow-on OREP contract action to Shaw represents the logical continuation of previous expended activities/efforts, lessons learned, and costs to ensure that the unique and/or highly specialized scientific, technical, and/or engineering services required by the corresponding SOW are available from Shaw in a timely and efficient manner without causing significant delays and cost impacts to the NSCM OREP projects/activities. The purpose of this special notice is to conduct a market survey of interested parties that may have capabilities and past experiences to respond to and comply with the overall above NSCM OREP requirements or submit proposals if a future competitive NSCM OREP request for proposal is issued. Please submit your interest in response to this sources sought notice, and a description of your capabilities and past experiences to perform the above NSCM OREP objectives and requirements. This description and past experiences should discuss performing multiple evaluations/engineering studies on various technologies, involving both commercial vendors and government laboratories, that may be potentially suitable for analyzing or treating CWM in an environmentally acceptable manner. In addition, your description should provide the company name(s) of your prospective Contractor team arrangement. This notice of intent is not a request for competitive proposals; however, all information received within thirty days after the date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the planning purpose of determining whether to conduct a follow-on NSCM OREP competitive acquisition.
