SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 236220, with a small business size standard $33.5M Million. The estimated value of the procurement is between $500,000 and $1,000,000. Pursuant to FAR Part 28, Performance and Payment Bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant design and construction experience, personnel, equipment, capability and bonding capacity to perform the design-build effort to raise the roof of the Boat Maintenance Facility (BMF) at CG Station Jones Beach, Freeport, NY. Work includes conceptual and final design submissions, and construction for the following: The BMF, or shop building, was constructed in 1987. The shop building is a 101 ft long x 69 ft wide brick faced building. It is divided into three distinct sections with a high bay section in the center of the three. The high bay section is the boat maintenance bay. It is approx 54 ft long x 30ft-4 in wide. The bay has a roll-up door on the east and west side of the building. The east door is 22 ft tall x 26 ft wide and the west door is 12 ft tall x 12 ft wide. The high bay area has a low pitch roof with internal drainage and a structural framing system that at its lowest point is about 23 ft above the floor. In addition to the structural framing there are overhead utilities, such as heating and ventilation ducts, plumbing lines, and electrical conduit, which cross the shop floor space. These utilities provide service to the shop itself as well as crossing the shop area to the adjacent low-bay section of the building. The lowest utility line within the shop space is about 21 ft-9 in above the shop floor. The high bay section is a steel framed structure with concrete block and brick infill walls supported on concrete grade beams and a timber pile foundation. The high bay section is flanked on the north and south sides by the low roof sections of the BMF facility. The high bay section is used to perform maintenance on the 47 ft Motor Life Boat (MLB) and trailer mounted small boats. In order to accommodate the large boat, and travel lift used to move the boat, it is necessary to raise the height of the existing east door by approx 2 ft and the ceiling height by approx 8 ft (to accommodate lifting and setting the boat on haul-out cradles). In order to accommodate the small boat on a trailer, the west door height needs to be increase by 2 ft. Actual heights to be accommodated shall be field verified by the Design Engineer prior to finalizing the design. The Coast Guard has not yet made a decision as to whether this acquisition will be a one-step (turnkey) or two-step design build contract. In accordance with FAR Part 19, if your firm is one of the above small business concerns and intends to submit an offer on this acquisition, please respond by email to jean.m.bretz@uscg.mil with "Sources Sought for Solicitation HSCGG1-12- BMF-ROOF" in the subject line or by fax to (401) 736-1704. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation; (c) evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals; and, (d) evidence of specific experience in the following areas: (1) Managing/performing Design-build contracts; (2) design and/or construction of similar roof raising in industrial/commercial buildings. The experience requirements apply to both the design and the construction firm. Include information for past projects - including contract numbers, project titles, dollar amounts, points of contact and telephone numbers and, experience in performing the work under strict time constraints. Your response is required no later than 7 February 2012. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside, and solicitation type.
