Glossary of Terms Travel and Shipping Scenarios THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Defense Threat Reduction Agency (DTRA) is seeking statements of capabilities from all commercial sources for its Logistics Program in support of the Cooperative Threat Reduction (CTR) program. DTRA is interested in obtaining near-term information demonstrating the viability of commercial solutions (those that are currently available and that could be made commercially available) for a logistics mission that would provide much better value than a government developed system. Successful commercial participation in the CTR mission could support a DTRA decision to pursue commercial services for its logistics requirements. This RFI identifies multiple capabilities and interested parties are invited to respond to any or all of the logistics efforts described below. The Contractor(s) shall accomplish the following tasks, when necessary, in a permissive, semi-permissive, or moderate threat environment: Shipping/Warehousing and Property Support Services • World-wide door to door shipping services incorporating a technical aid, duty-free customs clearance process via the most expeditious, economical and efficient mode of service. • DTRA will maintain status as the exporter of record • Fulfillment activities for secure warehousing and inventory management sites strategically located to receive, store and distribute equipment while providing the USG the best value • World-wide property support services to provide projects with equipment/materials, maintenance services, security services, and property management. • Provide all export documentation • Transfer of Custody - see Glossary of Terms Travel Support Services • World-wide travel support for CTR delegations, training collaborators, CTR-sponsored conference attendees and Congressional Delegations. This support will include, but not be limited to: visa acquisition, stipend payments, hotel reservations, obtaining or reserving meeting facilities, cell phone support, in-country travel support, to include door to door ground transportation, procurement of tickets for other modes of in-country transportation, airport transfers, ability to track travelers, translation/interpretation services and 24/7 emergency on-call services. Logistics Information System • An integrated web-based, searchable, information and reporting system housed within DTRA for managing and tracking all aspects of these tasks. System must have a robust recordkeeping and financial reporting capability. Scenario examples and a Glossary of Terms of the above requirements are provided as attachments to the RFI on FedBizOpps. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DTRA is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
