- Exhibit_5 Exhibit_4 Exhibit_3 Exhibit_2 Exhibit_1 Way Finding Sources Sought Response Form PENTAGON WAY FINDING SOURCES SOUGHT ANNOUNCEMENT # WHS012020110610 This is a SOURCES SOUGHT NOTICE ONLY. This notice seeks information from industry for preliminary planning purposes and market survey information only; to be used for acquisition strategy development. No proposals are being requested, and no proposals will be accepted in response to this Sources Sought. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs incurred from responding to this Sources Sought or for any associated follow-up information requests. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of various members of industry; to include Small Business, Section 8(a), Women Owned Small Business (WOSB), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business, Small Disadvantaged Business and Other Than Small Business. The type of solicitation that may be issued will depend upon the outcome of market research. The Government must ensure there are adequate capability, experience, and competition among the potential pool of responsible contractors. FULL DESCRIPTION OF THE REQUIREMENT: The Government may be seeking qualified, experienced firms capable of providing commercially available products or systems that can enhance way-finding capability for blind personnel located at the Pentagon. Way-finding, as defined by the National Institute on Disability and Rehabilitation Research, refers to orientation and mobility techniques used by people who are blind or visually impaired as they move from place to place. An effective way finding product or system will enhance (already installed) ADA compliant signage by providing one or more of the following types of (but not limited to) user information: •· - Confirm the correct start and destination point as they move through the building •· - Identify their current location within a building •· - Reinforce that they are moving in the right direction •· - Orient them within a building •· - Help them avoid obstacles and escape safely during an emergency. Security should also be considered for any proposed projects at the Pentagon. The purpose of this request is to collect product information from interested parties currently offering commercially available products and systems that may meet the needs of the Government as described above. Attached are 5 Exhibits that provide a general layout of the Pentagon. CAPABILITIES STATEMENT CRITERIA: 1. Company name, address, point of contact, telephone number, and email address. 2. Business Class Designation (Large Business, Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUB Zone), Service Disabled Veteran Owned (SDVOSB), Veteran-Owned Small Business, Woman-Owned Small Business (WOSB), etc.); under NAICS code 339950. NAICS Code 339950 has a small business class size standard of 500 Employees. FSC for this requirement is 9905, Signs, Advertising Displays and Identification Plates. 3. Provide a general statement of the Firm's capabilities; as they pertain to this Sources Sought. 4. Describe ability to perform work within the Arlington, VA geographical boundaries. 5. Demonstrate specilized experience and technical competence for managing and performing way finding services. All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. All information desired or required to be handled as proprietary or as confidential business information should be clearly and appropriately marked. Proprietary information will be safeguarded in accordance with the applicable Government regulations.It is the policy of the Government to encourage the submission of new and innovative ideas. Responses to this sources sought announcement will be used to make appropriate acquisition decisions. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Respondents will not be notified of the results of the evaluation nor will debriefs or evaluation letters be issued to the participants. This request for information is not designed to generate specific proposals and should not be interpreted as such. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential.
