- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. NASA/GRC has a requirement for the purchase of the natural gas supply for the NASA-GlennResearch Center's Lewis Field (GRCLF) located in Cleveland, OH and NASA-Glenn ResearchCenter's Plum Brook Station (GRCPBS) located in Sandusky, Ohio. The Lewis Field locationis on the East Ohio Dominion Gas line and uses on average 500,000 MCF of gas per year.Included in the 500,000 MCF is 280,000 MCF for our winter storage program. The selectedcontractor shall be responsible for monitoring the winter storage program for LewisField. The Plum Brook Station is on the Columbia Gas line and uses on average 38,000 MCFper year. The current contracts for each location are set to expire on 3/31/2012. Theawarded contract(s) must have effective date(s) of 4/1/2012. The Government is requestingoffers for two terms: Term 1 - shall be from 4/1/12 to 3/31/13. Term 2 - shall be from4/1/12 to 3/31/14. The Government will select the Term that represents the lowest overallbasis cost that will be in the best interest of the Government. The contract(s) for thisnatural gas requirement are being solicited through the on-line posting system of WorldEnergy Solutions, located in Dublin, OH 43017. World Energy will provide you with a Username and Password thatwill allow access to their electronic posting board to view the requirements,specifications, estimated monthly usage of natural gas and sample contract to submit youroffer. Details of this solicitation will be posted on the World Energy Post and RespondExchange on or about 2/3/12. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. The provisions and clauses in the RFQ are those in effect through FAC 2005-54. The NAICS Code and the small business size standard for this procurement are 221210 and500 employees respectively. The offeror shall state in their offer their size status forthis procurement. All responsible sources may submit an offer which shall be considered by the agency. Offerors are required to use the World Energy Solutions On-Line RFQ system to submittheir quote. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin.
