Description
This notice is issued by Virginia Contracting Activity, Bolling AFB, Bldg 6000, Washington DC, 20340. The points of contact are Elisabeth Schellman, Contract Specialist, and Michelle Crecca, Contracting Officer. This is a synopsis for release of a solicitation for Individual Protective Measures Training. It is anticipated that RFP HHM402-10-R-0258 will be released on or about 31 January 2012 via fedbizopps. The NAICS code for this requirement is 611430. The resultant contract will be a Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) whereby individual task orders will be solicited competitvely from the MATOC awardees. This acquisition will be conducted as full and open competition; however, a minimum of one award will be set aside for small business. The location for performance of the contract is TBD. The Individual Protective Measures Training (IPMT) contemplated in this contract is designed to prepare civilian employees for OCONUS deployment. The training focuses on tactics that will enable survival during dangerous situations as well as general precautions to be taken while deployed, including defensive driving, shooting, soft tactics, convoy operations, and combat medical skills. Although all training is done for a largely civilian population, the level of instruction and variety of skills and scenarios varies based on deployment location, employee position requirements, and previous training. The contractor facilities required to conduct this training generally include driving ranges (off-road included), small arms shooting ranges (pistol and carbine), classroom locations for conducting soft tactics exercises, and areas to teach convoy operations such as checkpoint scenarios and combat medical training tactics. Instructors will be Subject Matter Experts meeting position qualifications set forth in the solicitation that include combat-related experience and/or law enforcement training, and appropriate clearances to teach the IPMT Points of Instruction.
