- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121-1975 for the purchase of Seven (7) units of the HumanMethylation450 DNA Analysis BeadChip Kit (96 samples), Part Number WG-314-1002, and one (1) unit of the HumanMethylation450 DNA Analysis BeadChip Kit (24 samples), Part Number WG-314-1003. NIA will use these reagents for whole exome sequencing and genome wide genotyping of families with a rare form of ataxia. The whole exome sequencing and genotyping reagents are designed and optimized to be run on NIA’s existing Illumina equipment. The Classification Code is 99 – Miscellaneous and the North American Industry Classification Code is 334516 – Analytical Laboratory Instrument Manufacturing. The business size standard is 500 employees. These reagents are proprietary to Illumina and no other manufacturer provides these specific reagents and kits that can be used on NIA’s existing Illumina equipment. The acquisition is being conducted under FAR Part 12-Acquisition for Commercial Items and is exempt from the requirements of FAR Part 6, Competition Requirements. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis by submitting a statement of capabilities on or before 10:00 AM E.T., January 25, 2012 to Korriise LaRoche, larochek@mail.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIA to determine if it can meet the above unique specifications described herein. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA, the vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, the vendor must be registered in the Central Contractor Registration (CCR) at ww.ccr.gov. Please reference announcement number NOI-2398424 on all correspondence.
