- THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AT THIS TIME. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. This procurement will be 100% set-aside for Small Business (SB). Prospective vendors MUST be actively registered with the Central Contractor Registration (CCR). The Defense Advanced Research Projects Agency (DARPA) has a requirement for Information Technology (IT) expertise to establish and maintain the basic critical IT services to support unclassified work that is performed by DARPA's technical and support offices. IT services provided to support DARPA must be not only timely and accurate, but also innovative and flexible. DARPA is currently located at 3701 North Fairfax Drive, Arlington, VA 22203-1714. The requirement is to provide office computing, networking, communications service, and technical support to DARPA. In addition, the DARPA, Chief Information Officer (CIO) has been tasked with the mission of complying with current DoD anti-terrorism and force protection security requirements by relocating DARPA Headquarters from 3701 N. Fairfax Drive, Arlington VA 22203, to a more secure operating facility and location. The new facility will be located at 675 N. Randolph Street, Arlington, VA 22203, named Founders Square. The DARPA CIO must accomplish the transfer to and establishment of IT equipment and services at Founders Square in Arlington, VA during the spring of 2012. The Contractor selected for award of this contract will be responsible for both the operation and maintenance of the DARPA IT equipment and services in accordance with the Performance Work Statement (PWS.) Under this procurement, the successful contractor shall provide the complete spectrum of IT equipment and services. Performance measures, metrics, and the methodology for tracking, reporting and utilizing the results from performance based contracting concepts will be applied to this acquisition. The successful contractor shall provide all necessary labor and services in support of the efforts delineated by the PWS. The PWS will be part of the solicitation and is not attached to this announcement. A single Cost-Plus-Award-Fee (CPAF) contract resulting from a single solicitation will be awarded for a period of five years, which includes a two-year base period and three (3) one-year options. On January 23, 2011 a draft solicitation number: (W15P7T11RA811) was posted on Federal Business Opportunities as a sources sought notice for registration information to the industry day event. On 24 May 2011, Industry Day Awareness was held for interested parties. A total of thirty-six (36) individuals attended representing twenty-four 24 vendors. This requirement is currently being performed under contract HR0011-06-D-0001 with Wyle Information Systems, McLean, Virginia. Solicitation number (W911NF-12-R-0002) is nearing completion and it is anticipated that it will be released approximately fifteen days after posting of this notice. The acquisition will executed in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting By Negotiation procedures. The estimated cost for the base period and all option periods will be less than $125M. It is anticipated that the contract will be awarded in May 2012. The applicable NAICS code is 541513, Computer Facilities Management Services, with a size standard of $25,000,000. This contract action will be awarded under 10 USC 2304 (b)(2), as a 100% Small Business Set-Aside.
