Description
The VA Contracting Office VISN 22 intends to negotiate a commercial FAR ( PART 12) Sole source procurement with University of California at San Diego, Department of Emergency Medicine, 200 West Arbor Drive San Diego, CA 92103. This Procurement is being conducted in accordance with FAR 6.302-1 only once responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses as those in effect through Federal Acquisition Circular (FAC) 205-38. A justification for sole source has been prepared in support of t his acquisition. This announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued. Request or Quotation is RFQ VA-262-12-Q-0344.. The North American Industry Classification System (NAICS) Code is 611310 and the small business size standard is considered, 7.0 M. The VA San Diego is a highly academic medical center and hosts 450 physician residents sponsored by UCSD school of Medicine. Among the clinical areas in which these residents rotate are the high risk clinical areas such as the emergency department, operating rooms, post anesthesia recover rooms and intensive care units. Residents are required to carry code blue pagers. UCSD Residents are required to complete advanced resuscitative training (ART) provide by UCSD Department of Emergency Medicine. UCSD Art training has critical differences when compared to standard American Heart Association advanced cardiac life support (ACLS) training; Art training advances in life saving techniques are rapidly incorporated into the training in a dynamic manner, the training concentrates on resuscitation responses in the hospital environment and inter-professional team responses are an integral part of the training. If employees on the code blue team receive different training, inevitable controversies arise regarding code management, this could have negative clinical repercussions. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government shall consider all proposals received by 3:00 PM Pacific Standard Time January 26th, 2012. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
