- This is a sole source announcement. No solicitation will be prepared or madeavailable. The Narrowband SATCOM Branch (Code 55240) of the Space and Naval Warfare Systems Center Pacific (SPAWAR SSC Pacific) intends to issue a sole source, firm fixed price contract to ViaSat Inc., 6155 El Camino Real, Carlsbad, CA 92009 for the fulfillment of the Governments requirement for 32 ViaSat Network Channel Control (VNCC) Licenses which enable channel control for 5 kHz Ultra High Frequency (UHF) Demand Assigned Multiple Access (DAMA) satellite communications. These VNCC Software Licenses are required to support the Joint UHF Military Satellite Communications (MILSATCOM) Network Integrated Control system (JMINI CS) to support warfighter communications. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. ViaSat, Inc. is the only company that currently produces the RT-1828 radio that can be used for 5 kHz channel control of UHF Demand Assigned Multiple Access (DAMA) Satellite Communications (SATCOM). The RT-1828 is a proprietary product of ViaSat. Because of the proprietary design of this radio, there appears to be no other commercially available software to enable 5 kHz channel control of this radio. There is a limited market for UHF SATCOM products due to the limited number of on-orbit assets and the substantial cost to develop, test and successfully launch UHF satellites. Due to this small market, there are few companies that provide UHF radios, and only one that is known to have a COTS radio that can be utilized as a 5 kHz channel controller meeting Military Standards 188-182A, 188-185. The 5 kHz frequency band is not commonly used due to more robust radio frequency bands that offer higher data rates. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541511and the size standard is $25,000,000. The estimated value of the effort is $1,600,000.
