- Statement of Work This is a combined synopsis and solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55 and DFARS Change Notice 20111220. Reference number F1Q7MX1320A001Fodbuster is issued as a request for quotation (RFQ). THE RESPOND NO LATER THAN DATE FOR THIS SOLICITATION IS 3 February 2012 AT 4:30 PM EST. Late responses will not be considered. This posting is to inform potential providers that Dover Air Force Base, Delaware has a requirement for the following: 1.) Purchase of FODBUSTER Rock-sweeper, Model "FODBUSTER 8" Part Number: FBR 8, 1 EACH OR EQUAL. AWARD WILL BE BASED ON LOWEST PRICE TECHNICALLY ACCEPTABLE. The North American Industry Classification system code is 339999. The small business size standard is 500. This solicitation is set aside for small business. The provision in FAR 52.212-1, Instructions to Offerors-Commercial Items, is applicable to this solicitation. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
