Description
NASA/ARC has a requirement for Science Operations, Payload and Software support forthe Ultra Violet Light Emitting Diode (UV/LED) experiment. The UV/LED payload willdemonstrate a charge management concept using new deep UV-LEDs to control the charge ofan electrically isolated test mass without requiring physical contact. This developmentwill provide a platform that will control charge of a free flying mass that is central tothe drag free systems which are intended to be affected only by gravitational forces andunaffected by atmospheric drag and solar pressure. NASA/ARC intends to purchase this work from Stanford University. Over the past fiveyears, Stanford University has developed a ground based system experiment demonstratingthe UV-LED based AC Charge management concept with partial funding from NASA HQ grantNNX10AV12A S02. This system includes test apparatus, software and test procedures. Theflight payload that has been developed at NASA ARC is based on the Stanford researchmodel.NASA requires services with a fundamental understanding of the operation of theStanford UV-LED research model and the ability to run experiments on the research modelto support flight model testing, operations, anomaly resolution and scientific datainterpretation. Stanford University is the only known company with the unique knowledge,hardware, and specialized test facilities required for these tasks. The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 5:00 p.m. local timeon February 3, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.
