- The NAVSUP Fleet Logistics Center (FLC) Pearl Harbor, Contracting Department intends to negotiate a sole source contract with Firm Fixed Price (FFP) provisions to BAE Systems Technology Solutions and Services, Redlane Corporate Center, 1601 Research Blvd, Rockville MD 20850-3126. BAE Systems Technology Solutions and Services is currently providing these services under contract N00604-06-C-0018 with an expiration date of 31MAR12. The bridge contract shall be placed in anticipation of the award of a longer term contract resulting from a competitive solicitation. The long-term, competitive requirement experienced unanticipated delays resulting in inadequate Procurement Administrative Lead Time commensurate with a contract of this dollar value and complexity. The bridge contract will provide continued ordnance handling and management services including labor, materials, equipment, inventory management, transportation, supervision and management to receive inspect, store, issue, transport, load, and manage all types of ammunition, explosives, expendable and technical ordnance material and weapons in support of Navy Munitions Command (NMC) East Asia Division (EAD) Detachment Pearl Harbor. The government has identified the services performed under this contract as essential contractor services in support of mission-essential functions that impacts the United States Navy and other Department of Defense Services. A break in service would result in a disruption of ammunition handling and storage services and cause detrimental harm to the United States Navy. The ammunition handling and storage services will be acquired in accordance with Federal Acquisition Regulation Part 15. This sole source bridge contract will be awarded pursuant to 10 U.S.C. 2304 (c)(1). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The applicable North American Industry Classification System code for this acquisition is 561210, Government base facilities operation support services, and the size standard is $35.5M. Performance is expected to begin 01APR12 through 30SEP12. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement by the closing date of this announcement, which shall be considered by the Government. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
