Description
This synopsis is an update to the Sources Sought Notice posted February 8 2011, which referenced Solicitation QTA-0-11-FK-0003. The FedRelay provides telecommunications relay services for the Government. The scope of the FedRelay contract includes any services necessary for the Government to satisfy its requirements for worldwide relay services for the life of the contract. The term of the FedRelay contract is a four (4) year base period with two (2) two-year option periods, for a total performance period not to exceed eight (8) years, if all options are exercised. The Contractor shall perform relay services through the FedRelay. The FedRelay shall relay calls to/from individuals who are deaf, hard of hearing, deaf/blind, or speech disabled who want to communicate with hearing individuals or hearing and speech impaired individuals within a participating Federal agency or other eligible organization. The Contractor shall meet or exceed the most current mandatory minimum FCC TRS standards for all FedRelay services, to include but not limited to, E911, hours of operation, average answer time, facility location, authorized calls, foreign language, ASCII and Baudot, voice mail and interactive menus, and handling customer complaints. TRS rules and requirements are available on the FCC website: www.fcc.gov/cgb/dro/4regs.html. However, reporting of logs and complaints will be provided solely to the GSA CO/COTR. The Contractor shall provide Spanish language relay service and a method to connect Spanish-language callers to the respective Communications Assistant (CA) or Video Interpreter (VI). FTTY, FSS, FCTS, FIPR shall be available 24 hours each day every day. FVR shall be available at a minimum from 7 am to 6 pm in each time zone of the 50 United States. ISDN capability is required within six months of award in addition to IP-based service. FCR shall be available at a minimum from 8 am to 6 pm in each time zone of the 50 United States. On-line scheduling must allow authorized users to schedule an event within 24 hours of the start of a conference. Transcript of the captioning must be available to the scheduler of the event upon completion.
