Description
NO TELEPHONE, FASCIMILE, E-MAIL AND OR WRITTEN REQUESTS FOR SOLICITATION OR POSTING STATUS SHALL BE ACCEPTED. Maintenance Training Facility Project P153/P624 for the P-8A Aircraft at Naval Air Station Jacksonville, Florida as firm-fixed-price (FFP) design-bid-build (DBB) (100 percent plans/specifications) construction. The work includes, but is not limited to, the following description. Project P153 BAMS UAS Operator Training Facility constructs a 610.8 m2 (6575 SF) training facility to teach operators of the new Broad Area Maritime Surveillance (BAMS) aircraft. The facility will be a single-story reinforced masonry structure with concrete spread footings, concrete slab-on-grade, structural steel frame, and built-up roofing system over insulated metal deck and structural steel framing. This facility will include classrooms, mission control rooms and briefing rooms along with support spaces for administrators and teachers. Project P624 P-8A Maintenance Training Facility constructs a combination single-story high bay and two-story reinforced masonry and pre-cast concrete panel structure, concrete spread footings with slabs-on-grade, structural steel frame and built-up roofing system over insulated metal deck. The facility will house an ordnance loading trainer, an integrated avionics trainer, maintenance training shops for fuel systems, flight control/hydraulics, landing gear area, engine and environmental control shops, electronic classrooms and computer and administrative support. This solicitation will result in a firm-fixed-price (FFP) design-bid-build (DBB) (100 percent plans/specifications) construction contract. Procurement Method: Contracting by Negotiation. The Government does not intend to use FAR Part 12 for this acquisition. The contract completion is 18 months (540 calendar days) from date of contract award. The NAICS Code for this procurement is 236210 and the annual size standard is $33.5. Estimated cost of construction range is $25,000,000 to $100,000,000. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The proposed contract listed here is unrestricted full and open competition to participation by all interested large and small business firms with specialized experience and qualifications required by this project. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal addressing corporate experience and key personnel, past performance, technical approach to safety, and small business utilization; and a price proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000 or 20 percent of the amount for Davis Bacon Act (DBA) work in accordance with the RFP. It is anticipated the electronic solicitation Request for Proposal (RFP) will be posted and available in NECO at https://www.neco.navy.mil/ and also be available in FedBizOps (FBO) at www.FBO.gov on or about 09 February 2012. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. Interested parties must register with NECO or FBO to obtain access to the solicitation RFP. Registration instructions can be found on the NECO or FBO websites. Interested parties are encouraged to complete the NECO Vendor Registration (see NECO Vendor User Guide found in NECO website) and add your company information to the Solicitation Plan Holder List in order to receive notification by email of amendments/documents as they become available and are added to the solicitation posted in NECO.
