- Description
- The purpose of this synopsis is to notify interested parties that the 409th CSB Theater Contracting Center anticipates the issuance of a solicitation for a minimum of one fixed-wing aircraft for up to 15 personnel with equipment or cargo weighing not more than 4000 pounds or a combination of personnel and cargo not to exceed 4,000 pounds. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, insurance and other items and services necessary to operate fixed-wing airlift in Uganda, Central Africa Republic, the Democratic Republic of Congo, and South Sudan. Contractor will also be responsible for their own life support functions to include housing and subsistence and transportation. Required Aircraft Equipment: Instrument Flight Rules (IFR) capable with Traffic Collision, Avoidance System (TCAS), two (2) Very High Frequency (VHF) radios, Global Positioning Satellite (GPS) navigation equipment and weather detection capable radar. Contractor provided flight crews must be trained and qualified in accordance with the applicable Federal Aviation Administration (FAA) or Civil Aviation Authority (CAA) rules and regulations. Air Transportation of Department of Defense Employees: The contractor shall comply with the Department of Defense (DoD) Instruction Number 4500.53, DoD Commercial Air Transportation Quality and Safety Review Program, dated 20 October 2008, incorporating change one, dated 2 December 2010, when transporting DoD employees and cargo by airlift. The contractor shall comply with the Fly America Act. Contractor must comply with FAR 52.228-3, to provide proof of Defense Base Act insurance requirements. The anticipated period of performance will be for one six month base period with five three month option periods. The NAICS code is 481211. Anticipated issuance date of the solicitation is on or about 2 March 2012. No hardcopies of the solicitation will be issued.
