- SF1449 and solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number DKNZ1KM001S is being issued as a Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 20005-55, effective January 3, 2012. The Associated North American Industrial Classification System (NAICS) code for this procurement is 517110 with a size standard of 1,500 employees. The Maritime Expeditionary Security Facility is located at the Army Reserve Readiness Center, Building S-41, Weldon Springs, MO 63304. This requirement is for the installation of fiber and a new phone system at that location; including the purchase, installation, configuration and testing of the telephone system. The contract will be for a period of performance from Date of Award not to exceed 14 months; This is a single award firm-fixed price solicitation to be awarded for a period of 14 months from date of award (60 days for purchase, delivery, installation, testing and training and 12 months warranty/maintenance), FOB destination at the Weldon Springs, MO site. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The factors to be used in proposal evaluation are Technical, Past Performance, Certifications and Price. Evaluation will utilize a Lowest Price Technically Acceptable source selection process (15.101-2). Contractors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certification - Commercial Items, with the proposal. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, including the clauses marked within this clause, applies to this acquisition. Proposals are due on or before January 20, 2012 at 3:00 pm CST. All proposals must be submitted via email to the Contracting Officer at shellie.heislen@gsa.gov by the established date and time.
