- Sources Sought notice for PM-SW Operational Services. The US Army Contracting Command at Picatinny Arsenal, NJ is interested in conducting market research to identify potential sources to provide the following support services to Project Manager Soldier Weapons (PMSW): * Operations Management Support. * Senior Operations Management Support *Computer Graphics Support *Public Affairs Support *Information Technology (IT) Support *Technical Editor Support Operations Management efforts consist of providing support to the selecting organization or its parent, sister or subordinate elements (including PMSW) and business partners to oversee and coordinate their plans and operations. The contractor shall have basic familiarity with small arms. The contractor shall initiate activities with a brief review with the Director and thereafter take the action to a successful conclusion. The contractor will (1) document and recommend to the head of the Program Management Office (PMO) ways to interpret, implement, formulate and evaluate operational and administrative policies, procedures and processes to overall PMO operations and management; (2) coordinate with Government employees and other organizational contractor personnel to (a) prepare draft briefings for PMSW and subordinate PMs, (b) provide support at briefings, (c) coordinate visits to PMSW and subordinate PMs, (d) ensure security procedures are followed, (e) plan, schedule and arrange conferences, (f) communicate with higher headquarters to accomplish assigned tasks, (g) conduct long-range planning on assigned efforts, and (h) develop draft recommendations for internal control procedures, and (3) support as required internal PMSW day-to-day operations such as administrative management programs. (4) support as required internal PMSW personnel programs. (5) support as required facilities management of all PMSW facilities. (6) work as required involving internal PMSW Information Technology infrastructure issues, (7) program management work involving creation, review, staffing evaluation and posting of all forms of acquisitions documents including Acquisition Strategy Report (ASR), Acquisition Program Baseline (APB) Type Classification (TC) recommendations, Acquisition Decision Memorandums (ADMs) Acquisition Plans, Summary of Actions (SOAs) and other pertinent documents. Senior Operations Management support consists of providing high level, insightful, service with minimal oversight of the type that could be expected from senior PEO or DA level staff personnel to PMSW and its subordinate elements and business partners. The contractor shall have basic familiarity with small arms. The contractor shall have knowledge of the Army Acquisition process and be able to make recommendations based on that knowledge. The contractor will (1) document and recommend to the head of the Program Management Office (PMO) ways to interpret, implement, formulate and evaluate operational and administrative policies, procedures and processes to enhance overall PMO operations and management; (2) coordinate with Government employees and other organizational contractor personnel to (a) prepare draft briefings for PMSW and subordinate PMs, (b) provide support at briefings, (c) coordinate visits to PMSW and subordinate PMs, (d) ensure security procedures are followed, (e) plan, schedule and arrange conferences, (f) communicate with higher headquarters to accomplish assigned tasks, (g) conduct long-range planning on assigned efforts, and (h) develop draft recommendations for internal control procedures, and (3) support as required internal PMSW day-to-day operations such as administrative management. (7) program management work involving creation, review, staffing evaluation and posting into tracking systems of all forms of acquisition documents including Acquisition Strategy Report (ASR), Acquisition Program Baseline (APB) Type Classification (TC) recommendations, Acquisition Decision Memorandums (ADMs), Acquisition Plans, Summary of Actions (SOAs) and other pertinent documents. Computer Graphics support shall provide graphics, illustration, management reporting, management overview, video/tele-conferencing support. The support shall develop and prepare presentations, briefing material and other documentation as required supporting decision and information briefings, program reviews and demonstrations. The contractor shall develop promotional materials, e.g., brochures, handouts, trifold project information sheets, folders, CD-ROMs and posters. This support shall require that the contractor exhibit the ability to quickly develop a detailed understanding of all PM programs and an ability to understand the impact of program changes. The contractor shall possess journeyman level skills in video editing and possess the capability to produce video presentations for multiple sources. Public Affairs support shall support PMSW and its subordinate elements and business partners. The contractor will manage and execute PMSWs media relations program for planning and coordinating the dissemination of information relating to PMSW programs, objectives, and functions through the news media. In order to execute the job, the contractor will (1) develop and write information materials (i.e., news releases, spot radio and television announcements, fact sheets, feature stories, web pages, background statements and information papers) to reach national audiences through such news media as wire services, radio, television, newspaper and the internet, (2) develop, write and present stories to reporters and editors, (3) develop, write and update written and graphic content for Government web sites, (4) track usage trends from web sites and make recommendations from those trends, (5) develop and produce exhibits, posters and booths, (6) participate strategically on marketing campaigns, (7) respond to news media inquiries, including national print and electronic media and provide information in different formats, (8) arrange interviews, arrange/manage VIP visits and interact with the media, (9) respond to public inquiries and provide information in different formats, (10) help Program Office representatives (a) prepare for media interviews and special events and (b) prepare all documents that may be reviewed by organizations, groups, or individuals outside the PMSW organization, (11) manage demonstrations, design/redesign web pages, and maintain a Public Affairs Office calendar of events for PMSW, (12) establish and develop effective relationships with media representatives and public affairs personnel of specialized groups, including trade publication media and industry public affairs personnel to expand interest in and news coverage of Program Office programs, and (13) determine how the Program Office can work more closely with news media and industry groups in communicating with audiences interested or affected by Program Office programs. Information Technology (IT) support shall provide complete IT support including desktop, laptop, handheld (including blackberries), VTC, server and Local Area Network (LAN) administrative support including, but not limited to providing direct general automation support to all PMSW users, including troubleshooting, answering questions and assisting users in the use of hardware, software, networks and all associated computer systems. Also, provide hardware diagnosis and support to users. This includes, but not limited to setting up new computers, installing and testing peripherals, computer cards and printers. Attend meetings and conferences as a technical representative of PMSW as requested. Discuss information from and final outcome of these meetings and conferences with the government point of contact. Act as PMSW interface with DOIM and other organizations to coordinate access to the Picatinny LAN, service calls, LAN drops, wiring closet items, etc. Also provide back-up graphical support as needed through preparation of multi-media briefings, video programs, power point briefings, etc. Provide back-up/surge level of IT support and act as Webmaster for PMSW web page. Technical Editor support shall provide technical editing and writing support by reviewing, editing, revising PMSW technical and nontechnical documents, as requested. The documents include, but not limited to executive summaries, acquisition plans, urgent material releases, type classification memoranda, memoranda of agreement, memoranda of understanding, system engineering plans, statements of work, policies, procedures, manuals, reports, and power point presentations. The contractor shall also review and edit speeches for the Commanding General, Program Executive Officer, Project Manager and other senior command officials. The contractor must have (a) thorough knowledge of English grammar, usage, spelling and punctuation, (b) the ability to research and understand acquisition and military subject matter and (c) strong written and oral communication skills. Contractor shall develop and maintain sufficient knowledge of projects/programs to anticipate PMSWs future requirements and, with this knowledge, be able to read between the lines to accurately understand both expressed and unexpressed requirements. Contractor shall exhibit strong problem-solving skills: the ability to analyze a problem, identify its components, research alternate solutions and identify the best path to resolution. Contractor shall possess significant familiarity with information technology and its use in the general office environment. Contractor shall be able to completely operate desktop and laptop computers. This competence shall include such functions as desktop publishing, presentation creation and web page creation. Contractor shall exhibit knowledge of how information (text and graphics) should be presented in print and electronic media to best communicate meanings to readers/users.
