Draft SOW for Latent Print Support Services DISCLAIMER : This sources sought notice is being issued solely for information and planning purposes and does not constitute an Invitation for Bid, a Request for Proposal, Request for Quote, or an indication the Government will contract for the items contained in this announcement. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this request will not be returned. Respondents will not be notified of the result of the review. There will be no ensuing discussions or debriefings of any responses. The Federal Bureau of Investigation (FBI) issues this sources sought notice to conduct market research for information and planning purposes to determine the existing market capability of potential small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) capable of performing as prime contractor for an off-site facility capable of providing latent print processing and examinations at a vendor's off-site facility. The off-site facility shall be approximately 32,000 square feet and must be located with 25 miles of the FBI Laboratory in Quantico, VA. The contractor may either take over the current vendor's existing transferable lease on a building located in Lorton, VA or provide an equivalent facility located within 25 miles of Quantico, VA. The FBI will staff a minimum of 36 government personnel and Other Government Agency (OGA) personnel. Contractor shall provide on-site work space and support for these government personnel. Contractor shall be responsible for providing all facilities, facility support along with forensic and administrative personnel who can handle all phases of latent print processing. The principal objective of this effort is to conduct technical and forensic exploitation, investigation, analysis and assessment of improvised explosive devices (IED) triggering mechanisms and forensic material. The following is a brief summary of the types of latent print services Contractor personnel will be required to provide. • Analyze images of latent prints to determine value for identification; • Conduct manual comparisons of latent prints with known fingerprints, palm prints, complete friction ridge exemplars and other latent prints to determine whether they originated from the same or different source; • Manage and direct the timely processing of multiple cases for latent prints at the same time; • Capture high resolution images of latent prints on a wide range of complex forensic material associated with IEDs developed using advanced physical and chemical processes and light sources to include laser, alternate light source and reflected ultraviolet imaging system (RUVIS) to meet FBI Laboratory image acceptance criteria; • Provide training and mentoring to technical personnel with a wide variety of education and experience; • Recognize developed latent prints and preserve in a manner to ensure that an image can be captured; • Develop efficient team approaches and techniques to help minimize the processing time of forensic material; • Process a wide range of complex forensic material associated with IEDs using advanced physical and chemical processes and light sources to include laser and reflected ultraviolet imaging system (RUVIS); • Recognize developed latent prints during each processing method and preserve in a manner to ensure that an image can be captured; • Use the FBI's Integrated Automated Fingerprint Identification System (IAFIS), Latent Print Workstation (LPW) or Universal Latent Workstation (ULW) to enhance, upload and search ink/latent prints; • Prepare detailed notes and reports of examinations and conclusions; and • Maintain proper chain of custody of all forensic material under examination. See attached statement of work for a more information regarding facility requirements, additional work locations, and personnel requirements. HOW TO RESPOND : Interested companies should submit an electronic statement outlining their company's capability and capacity to provide the required services for this contemplated requirement by identifying themselves and responding to this notice. The Government requests the following information: 1. The capability to perform all work specified in the statement of work as stated above and demonstrated knowledge of Forensic technologies, operations and management and the procedures and laws that pertain; 2. Past Performance information demonstrating relevant past experience within the last three years performing forensic latent print operations and all rules and laws that pertain; 3. Demonstrate knowledge of risk management and how to analyze and implement strategies to mitigate those risk factors; and 4. Indicate whether interested business concern is small, small disadvantage d, 8a, woman owned, service disabled veteran, HubZone or any other socio-economic group. Interested business concerns must state if teaming arrangements or joint venture arrangements will be structured and the set of same. 5. Address whether your company has a GSA Schedule and if they are capable of providing these services on schedule. If able to provide the services on schedule, what schedule and SIN. 6. Any other comments, concerns, and/or questions relating to the contemplated services. Capabilities statement shall not exceed 12 pages. All submissions shall be unclassified.
