The function of the IACS Registrars is to review installation pass applications and supporting document(s), register pass applicants and DOD ID-Card holders into the IACS database, and issue IACS-generated installation passes in accordance with (IAW) the provisions of Army in Europe Regulation (AE) 190-16, Installation Control Policy. Contractors must provide fully qualified registrars who must be U.S. citizens and also have completed background checks prior to commencing work. In addition, any Local Nationals hired under this contract must have completed background checks prior to commencing work. (1) Quantity, including any options for additional quantities. 4 months (2) Unit of issue. Months and hours (3) Destination information. USAREUR Wide (4) Delivery schedule. 10 Feb 2012 to 09 June 2012 (5) Duration of the contract period. 64 months (6) The anticipated award date. 27 Jan 2012. (7) The intended source is the current contractor, CACI Premier Technology. The proposed 4 month extension will provide required services until completion of the full and open competition for a replacement contract. Any interested parties must train the necessary work force to meet the Government's needs for non-personal IACS Registrars to take up positions and to begin at all 23 sites located in Germany, Belgium and Italy on 10 February 2012, without an unacceptable degradation of essential support operations. A lapse in contractor qualified IACS Registrars Services would put U.S. troops and support personnel at risk, and jeopardize the successful completion of their mission. The requirements for the follow-on contract have just recently changed from the previous award. These changes are the driver for the extension. Contractors will be required to develop training modules, i.e. a web based training program, for System Managers, Law Enforcement Officials and IACS Sponsors. This web based training will incorporate the use of graphics, animation, audio, and video to support the learning objectives. In addition, the PWS calls for Training updates in the option years and a Training Monitor. A competition is underway for a follow-on contract with an estimated award date in the 3nd Quarter of FY 2012. The Government estimates that allowing for full and open competition for the proposed contract would take 4-5 months. The Government estimates the contractor will need a 2 month mobilization period. Among the challenges for a new contractor to mobilize include recruiting Registrars who must be U.S. citizens and must also have completed background checks prior to commencing work on the contract. In addition, any local nationals hired to perform on this contract must also pass a security check. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. NOTE: This is only a 4-month action. A competitive action is in process.
