Description
The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) has a contract, W9113M-07-C-0177, with The Boeing Company, Directed Energy Systems (Boeing, DES), 4411 The 25 Way NE, Albuquerque, NM 87109-5857, cage code 0YBJ7. This contract is for test and integration of the High Energy Laser Technology Demonstrator (HEL TD) Beam Control System (BCS) with a low power solid state laser (LPSSL) along with sustainment of support equipment/vehicles in a counter rocket, artillery, and mortar (C-RAM) scenario. The HEL TD Program Office, Huntsville, AL, has a requirement for a follow-on effort to integrate and test the same BCS with government or commercially developed high power solid state laser (HPSSL) along with sustainment of support equipment/vehicles in a C-RAM scenario. This effort will utilize a 10kw solid state laser coupled to an existing HEL TD BCS to engage selected threat targets. The USASMDC/ARSTRAT issues this Pre-solicitation Notice to inform all interested parties that we intend to negotiate and award this follow-on effort as a modification to the existing contract with Boeing, DES. Contract W9113M-07-C-0177 will be modified to include integration and testing of BCS with SSLTE/HPSSL and sustainment of support equipment/vehicles in a C-RAM scenario with the option to; a) integrate and utilize government furnished adaptive optics (AO); b) integrate and utilize additional command and control; c) restore vehicle platform; e) integrate and utilize government furnished solid state laser (SSL). This contract modification will result in an increase of the current contract ceiling. This action is pursuant to the authority of 10 U.S.C 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirement'. A pre-solicitation notice for this effort was posted on August 2010 with an estimated award date of first quarter of fiscal year (FY) 2011. Due to changes in the program's priority the award of this effort was postponed. The effort is now planned for award on FY 2012 with a period of performance of thirty-six months from date of award. Boeing, DES is the designer, developer, producer, and integrator of the current BCS and vehicle platform. Boeing, DES is the only source having the knowledge, capability, equipment and specialized personnel necessary to effectively and efficiently accomplish this effort without substantial duplication of cost and delay in program execution. This is due to their possession of a product that already meets contractual requirements for the future effort in question and established momentum on performing the current contractual effort. This action is directed towards Boeing, DES only. This notice of intent/synopsis is being issued for information purposes only and it is not a request for competitive proposals. Solicitation documents are not available. All notices of interest or inquiries shall be in writing and directed to the cognizant Contracting Officer, Neisha M.
