- Notice of Intent - Sole Source Contract On or about 11 January 2012, the Southern Regional Contracting Office intends to issue solicitation W81K00-12-T-M006 and ultimately a sole source purchase order to Siemens Healthcare Diagnostics Inc., MA for Blood Gas Analyzers, UPS, Rapid Link, Helix Interface, for San Antonio Military Medical Command, Fort Sam Houston, Tx 78234. All responsible concerns may submit a quote, which will be considered by the agency. The quote shall include information of sufficient detail to demonstrate same characteristics of Siemens, as described below. The equipment must have "Identical" features and prompts of current platform to eliminate/avoid BAMC wide overhaul in training of 370+ staff (Nursing). Note, maintaining the "RAPIDPoint" platform will create a seemliness transition with minimal retraining (if needed) due identical and parallel system functionalities, must have a "Centralized" data manager workstation capable of manipulating all analyzers (by Supervisor) for user lockouts, alerts, maintenance, forcing QC and Calibration, must have an "Automatic" on board Quality Control cartridge requiring no operator intervention for 28 days, must be a 'Maintenance Free" platform with minimal hands-on for high rotating/turnover staff (Nursing), must have a "Highly" configurable Patient and QC rules engine with hundreds of possible combinations; all customizable for administrative effectiveness, must have a "Complete" data manager system capable of "Actively" tracking number of patient test, number of valid QC results, number of proficiencies and offline training for Competencies Evaluation with automatic certification extension, must have "Configurable" system alert screen that signals sample condition, device warnings, operator rectification, ect, must possess a "Selectable" device events log capable of warranting an audible signal, must have "Real-time" Data Manager capable of holding incomplete demographic for easy lookup and process/correction, must have an "Embedded" ADT interface tool that functions with LIS for the tracking of admissions, discharges, and inpatient transfers of patients, must have an "Seamless" Interface/Script capable of performing blood gases with automatic ordering and accessioning, must have a "simple" reagent, quality control, and waste/wash cartridge base system capable of testing Blood Gas, Electrolytes, Metabolites, CO-oximetry, and Neonatal Total Bilirubin in a single run, with changing gas tanks, reagent bottles, or electrodes, must have "Large" peer group comparison for CAP Survey material (Accreditation Org.), INTERESTED PARTIES MUST RESPOND TO THIS NOTICE ON OR BEFORE 20 JANUARY 2012, 12:00 P.M.
