- The U.S. Department of Education (ED), Office of Vocational and Adult Education (OVAE)), anticipates the release of the subject solicitation on or about January 30, 2012. It is determined that these services are commercial as defined in FAR Part 2.101. OVAE intends to issue a Request for Proposal (RFP) procurement action for a requirement of services to establish a National Research Center for Career and Technical Education (NRCCTE or Center), which will conduct research, disseminate findings, establish professional development, and training activities. This requirement is congressionally-mandated through the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV). This requirement will be limited, as statute requires, to any private or public nonprofit, education institution, or consortium of such institutions. Description: Historically, the national research center evolved out of the Vocational Education Act of 1963. This Act was the first to provide federal funding for research in vocational education. However, it was not until the passage of the Education Amendments of 1976 that the first research center was authorized and was reauthorized by the subsequent Carl D. Perkins Acts of 1984, 1990, 1998, and 2006. Perkins IV authorizes the funding of one center to conduct research, dissemination, professional development and training activities. The NRCCTE carries out the four requirements in section 114(d) (4) of the Act. In addition, pursuant to section 114(d) (5) of the Act, the NRCCTE carries out technical assistance upon request of states on effective methods and techniques for providing career and technical education (CTE) programs. The NRCCTE research studies have focused on, among other topics, programs of study (POS); curriculum integration (math, science, literacy); postsecondary student engagement, achievement, and transition; and professional development for CTE educators. Purpose and Objectives: The Center shall meet the following statutory requirements in section 114(d) (4) of the Act: (a) Carry out scientifically based research and evaluation for the purpose of developing, improving, and identifying the most successful methods for addressing the education, employment, and training needs of participants. (b) Carry out scientifically based research and evaluation to increase the effectiveness and improve the implementation of career and technical education programs that are integrated with coherent and rigorous content aligned with challenging academic standards. (c) Carry out scientifically based research and evaluation that can be used to improve the preparation and professional development of teachers, faculty, counselors, and administrators. (d) Conduct dissemination and training activities based upon the Center's research. The period of performance shall be thirty six (36) months from the effective date of this contract.
