- Special Notice W15QKN-12-Z-D003 Bore Cleaning System The U.S. Army Contracting Command, New Jersey-Emerging Technologies (USACC-NJ-ET), located at Benet Laboratories, Watervliet Arsenal, NY 12189 on behalf of the US Army Armament Research, Development and Engineering Commands (ARDEC) Benet Laboratories intends to award on a sole sourced basis a purchase order to Arnold Defense and Electronics, LLC., 3000 Arnold Tenbrook Rd. Arnold, MO, 63010. The NAICS code for this procurement is 811310 and the small business size standard is $7.0 million. The Government has a need that requires a supply contract to provide a new bore cleaning system, which includes 155mm and 105mm brushes. At this time, the US Army ARDEC Bent Labs current method of cleaning requires a team of individuals to work together forcing a ramrod up and down the barrel. It is both labor and time intensive. With this new cleaning system, one soldier can perform cleaning with far better results while his team members are performing other critical tasks. This will allow for superior allocation of resources infield and in the maintenance shops. AUTHORITY: This acquisition is being conducted using simplified acquisition procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only OneResponsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The Government reserves the right to award without discussions. The closing date for this synopsis is 23 January 2012 16:00 Eastern Standard Time. Email: giuseppe.tropiano.civ@mail.mil APPLICABILITY OF AUTHORITY: Request to award this requirement to Arnold Defense and Electronics because they are the only known suppliers of the equipment to our specifications. The Airnesco Bore Cleaning System (BCS) provided by Arnold Defense and Electronics is the only system, currently on the market, that meets all the requirements to immediately implement the use of a bore cleaning system into the Armys Technical Manuals. This is due to the fact that it has been field tested by the US Army and the British Royal Navy. It is the only unit that has been field tested and uses no gas or electricity and does not require the use of cleaning chemicals. The use of chemicals is not permitted without compatibility testing to ensure there is no impact on the bore diameters surface, before using any chemicals in the bore, these chemicals would have to go through a timely and costly array of chemical capability tests.
