JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: DOS needs a capability to provide secure, safe QRF transport, Search and Rescue / MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs in Iraq. To accomplish the mission a fleet of aircraft, potentially including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. Aircraft and crews must be available on a 24 hour basis to meet the needs of the U.S. Mission in Iraq PURPOSE: The purpose of this personal services contract (PSC) position is to provide a Logistics Advisor for the U.S. Mission in Iraq. The incumbent serves as the Logistics Advisor in-country, responsible to Diplomatic Security for providing program implementation, direction, and execution oversight in support of aviation transportation services in Iraq for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and where noted, provide air transportation (AT) for Chief of Mission personnel or other personnel required by Government to conduct official business. Monitors and evaluates aviation support services contractor performance in maintenance, operations and logistics by performing oversight duties at various contractor locations during at least half of the period of performance. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Aviation Operations Director (AOD) in Iraq; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent will coordinate directly with the Office of Aviation, Chief, Logistics Division, for purposes of this program. Completed work is reviewed for timeliness and effectiveness. This is a field position, and the incumbent will perform oversight duties at various contractor locations during at least half of the period of performance. 2. STATEMENT OF WORK Develops, coordinates, and monitors logistics direction/guidance to and oversight/evaluation of contract activities; supports planning programs and procedures and methodologies that maximize safeguarding aviation assets. Oversees the purchasing activities of contractor, and ensures that contract material control systems are in place. Oversees shipping and receiving procedures. Reviews and recommends changes to existing supply management and or quality assurance programs, when available records or other documentation supports the need for updating or improving. Perform oversight and evaluation of contractor aircraft logistics. This oversight includes, but is not limited to reviewing contractor logistical procedures, and monitoring contractor logistical operations. Submits periodic written evaluations of the contractor's activities. Assists the AOD in directing and coordinating both fixed wing and rotary wing logistical support within Iraq for the purpose of providing program implementation, direction, and execution oversight in support of aviation transportation services in Iraq for SAR and ME, transporting QRF to respond to incidents, and where noted, provide AT for Chief of Mission personnel or other personnel required by Government to conduct official business and providing maintenance/logistics training support for the program. Reviews and identifies Integrated Logistics Systems (ILS) specifications on new logistical programs. Interprets current directives, maintenance policies and procedures, and FAA guidance. Provide day-to-day administration and oversight of the integrated logistics support program. Prepares logistics estimates and plans for current and anticipated requirements. Involves identifying and drafting specifications, statements of work, and logistical requirements. Ensures that property is in place where and when needed. Collect, review, and disseminate data on aviation logistics management policies/procedures in support of the Iraq Embassy mission. 3. MINIMUM REQUIREMENTS Must be a U.S. citizen subject to State Department secret level security clearance In depth knowledge and experience as an Aviation Logistics Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. In depth knowledge of Aviation Maintenance and Logistics Support Programs, to include logistics plans, procedures, and related documents. In depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft logistical support. Basic knowledge of computer based maintenance and logistical support programs. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft logistics management. Should have a basic knowledge of command communications, government intelligence procedures, and aircraft maintenance/logistics management procedures. Knowledge of Federal Acquisitions Regulations (FAR) and International Project Management practices. Knowledge of and specialized training with military and commercial aviation maintenance and logistics procedures, systems, and organization for coordination and obtaining logistical support via various support agreements and International Standards Organization requirements. Knowledge of and skill in operation of desktop computer based word related documents. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. Basic knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. Ten years experience in aircraft logistics, of which five were as a supervisor in either civil or military aviation programs, is highly desirable. Knowledge of Aviation Life Support Equipment is desirable. 4. COMPLEXITY Assignments include analysis of all facets of aviation logistics management and involve a fleet of fixed wing and rotary wing aircraft, which function within an integrated program of diverse missions. These missions include secure, safe QRF transport, Search and Rescue / MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs in Iraq. Incumbent must apply specialized and professional knowledge to oversee aviation logistics support for the contractor and host nation maintenance/logistics personnel operating under the Chief of Mission program in Iraq and at multiple forward operating locations. The incumbent oversees logistics support programs/plans/policies/procedures for the Iraq mission. Incumbent coordinates recommendations from staff officers, and consults with the Chief of Logistics, Office of Aviation regarding ongoing projects, provides guidance to contractor maintenance managers, and oversees implementation of the maintenance support program. Assignments include analysis of all facets of aviation operations management and involve a fleet of fixed and rotary wing tactical and transport aircraft. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 6. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within Iraq and therefore pose significant risk to the incumbent while at these EVALUATION CRITERIA Factor 1. (Contract Oversight). Offeror's ability to: a. Perform oversight and evaluation of contractor maintenance and logistical activities, to include reviewing contractor maintenance and logistical procedures, and monitoring contractor and host nation maintenance and logistical support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide maintenance and logistical support direction and guidance to the contractor for the purpose of supporting the Iraq Embassy Mission. d. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist the Aviation Operations Director). Offeror's ability to a. Assist the AOD in directing and coordinating aircraft maintenance and logistical support within Iraq for the purpose of providing maintenance and logistical support to the program. b. Provide instruction, evaluation and guidance regarding maintenance/logistical support for the Iraq Embassy Mission. Factor 3. (Develop, Coordinate, Organize and Implement Maintenance and Logistical support). Offeror's ability to: a. Develop comprehensive aircraft maintenance and logistical support systems and procedures. b. Coordinate/Organize aircraft maintenance and logistical support systems and procedures. c. Implement Maintenance, Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4. (Past Performance). Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). COMPENSATION Compensation for the position will be negotiated as follows: accumulated experience will dictate the salary level within the grade range. Entry level salary normally will be at the first step of the grade range for the position. Consideration will be given, however, to the successful applicant's experience that is specifically relevant to the position being filled. Number of years of relevant experience will determine the step within the grade range at which the successful applicant will be compensated.
