Description
The US Agency for International Development Mission to the Caucasus (USAID/Caucasus) intends to issue a Request for Proposal (RFP) in anticipation of a firm fixed price contract to implement the Georgia Improved Power Transmission Project. USAID is assisting the Georgian operating utility, Georgian State Electrosystem, Ltd. (GSE), to reestablish its 220 kV transmission system between the Menji and Tskaltubo substations. The transmission line (Senaki 1 and 2) connecting these substations has been destroyed. The Senaki 1 and 2 transmission line was approximately 58.8 km (36.5 miles) in length. Of a total of 212 original structures only 3 are still in place. In addition, the bus terminals for the Senaki 1 and 2 transmission lines at the Menji and Tskaltubo substations are in disrepair and must be reconstructed. It is the intent of USAID to award a one year contract -with a total estimated price of more than $10 million- for the reconstruction of the entire Senaki 1 and 2 transmission lines and for the construction of necessary bus terminal reconstruction at the Menji and Tskaltubo substations. This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. The authorized geographic code for this activity is 000 (U.S.) and 110 (New Independent States of the former Soviet Union). The RFP will be posted on the FEDBIZOPPS web page ( www.fedbizopps.gov ) not less than 15 days after this notice is issued. The release of this notice in no way obligates USAID or the US Government to release an RFP or make an award of any type.
